GENERAL DESCRIPTION OF POSITION
Under the general direction of the Facilities Manager, the Facilities Operations Supervisor plans, schedules, and directs the daily maintenance, repair, and operational readiness of City-owned buildings and facilities. This position directly supervises assigned facilities maintenance staff — including the Facilities Plumber, HVAC Technician, Systems Technician, Electrician, Maintenance Technicians, and Building Service Technicians — recommends personnel actions, provides budget input, and ensures compliance with applicable building codes, safety regulations, and City policy. The Facilities Operations Supervisor serves as the Division's designated alternate and, when so assigned, assumes full operational, supervisory, and budgetary authority for the Division in the Facilities Manager's absence.
ESSENTIAL DUTIES AND RESPONSIBILITIES 1.
Plans, schedules, assigns, and supervises the daily work of facilities maintenance staff — including the Facilities Plumber, HVAC Technician, Systems Technician, Electrician, Maintenance Technicians, and Building Service Technicians — engaged in the repair, renovation, and preventive maintenance of City-owned buildings and facilities. 2. Recommends and participates in hiring, discipline, and discharge actions for assigned personnel; conducts performance evaluations, coaching, and on-the-job training. 3. Monitors and reports on divisional budget expenditures for assigned operations; provides input to annual operating and capital budget development. 4. Conducts and documents regular inspections and lifecycle assessments of building systems (HVAC, electrical, plumbing, fire/life-safety, generators) to ensure compliance with the Florida Building Code and applicable safety standards. 5. Oversees the department's work order/CMMS system to track, prioritize, and close out maintenance and repair requests, ensuring timely resolution and accurate reporting. 6. Develops specifications and provides technical guidance for contracted maintenance services, equipment, and supplies; monitors contractor and vendor performance. 7. Ensures compliance with OSHA, ADA, and other applicable safety and regulatory requirements across facilities operations. 8. Tracks and reports key performance indicators, including work order completion rates, preventive maintenance compliance, and response times, to the Facilities Manager. 9. Responds to and resolves facility-related complaints, service requests, and emergent operational issues. 10. Serves as the Division's designated alternate in the absence of the Facilities Manager when assigned, assuming full operational, supervisory, and budgetary authority for that period; must maintain readiness to assume this role at all times. 11. Participates in emergency response and storm event operations as assigned, including facility-related Incident Command System (ICS) duties. 12. Promotes cross-training, certification attainment, and workforce development among assigned staff to strengthen operational flexibility and support succession planning. Perform any other related duties as required or assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. 1. Knowledge of building construction, maintenance, and repair methods, including HVAC, electrical, plumbing, and general building systems. 2. Knowledge of the Florida Building Code, OSHA regulations, and occupational safety practices applicable to facilities operations. 3. Ability to plan, assign, direct, and evaluate the work of a maintenance crew. 4. Ability to read and interpret blueprints, specifications, and technical manuals. 5. Ability to develop and monitor budgets and control operational costs. 6. Ability to establish and maintain effective working relationships with staff, contractors, vendors, other departments, and the public. 7. Skill in the use of work order/computerized maintenance management systems (CMMS). 8. Skill in verbal and written communication, including preparation of reports and correspondence. 9. Ability to respond to emergencies and exercise sound independent judgment under pressure.
EDUCATION AND EXPERIENCE
  • Associate's degree or trade/technical certification in facilities management, building trades, construction, engineering, or a related field preferred;
  • High school diploma or GED required.
  • Minimum of five (5) years of progressively responsible experience in building construction, maintenance, or a related trade, including at least two (2) years in a lead, foreman, or supervisory capacity.
  • A comparable combination of training, education, and experience may be substituted for the minimum qualifications.
REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
  • Must possess a valid Florida Driver's License with an acceptable driving record.
  • Must obtain an OSHA 30-Hour (General Industry or Construction Industry) safety certification within twelve (12) months of hire.
  • Must obtain the APWA Certified Public Works Professional - Supervision (CPWP-S) credential and complete the APWA Facilities and Grounds Management Certificate Program within eighteen (18) months of hire.
PREFERRED CERTIFICATES, LICENSES, REGISTRATIONS
  • Class "B" Commercial Florida Driver's License.
  • Certified Facilities Manager (CFM) or equivalent industry credential.
  • Bachelor's degree in Facilities Management, Construction Management, Engineering, or related field preferred.
  • Journeyman license or industry certification in electrical, HVAC, or plumbing trades preferred.

This position will directly supervise approximately 9 employees. This position may indirectly supervise N/A employees. If applicable, supervisory responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
