Position Summary:
The Facilities Manager is responsible for supervising all on-site maintenance operations and achieving property maintenance objectives as defined by the property owner and the management company management team. Position is primarily responsible for ensuring that the apartment units, common areas, and grounds are properly maintained (this includes custodial duties), managing turn-key operations and scheduling, and supervising repair/renovation work of outside contractors. Position works with the property managers and other on-site staff to ensure that all activities are conducted in compliance with all local, state and federal employment, housing, safety, landlord/tenant, OSHA and real estate laws.
Work Environment & Schedule:
Full-time, in-office position averaging 40 hours per week Community-based travel required Valid driver's license required Ability to lift up to 50 lbs.
What You'll Do:
Under the direction of the Property Manager, the Facilities Manager is responsible for the general maintenance and upkeep of buildings, grounds, and equipment. Assists property manager with preparation of maintenance operating budgets in accordance with owner objectives. Assists with preparation of re-forecasts as required. Works with property team to adhere to budgeted cost parameters. Order and purchase supplies, equipment and contract work according to required purchasing and bidding procedures. Maintain and update sufficient inventories of tools, parts and supplies in order to properly maintain the property. Maintains systems for monitoring and tracking service requests, preventive maintenance work performed, compliance with Hazard Communications program requirements, compliance with safety requirements, supplies and parts inventories, purchases, and turn-key operations. Keeps storage and shop areas in a neat, well-stocked, clean, organized manner. Works with property staff to maximize renewals by performing maintenance procedures as required by the property renewal program. Completes property maintenance tasks and responds to property service requests. Repairs and maintains property plumbing, electrical, and mechanical systems. Also maintains grounds, including irrigation systems, the interior structures and furnishings of apartment units, the exterior structures of property buildings, and other common areas. Supervises property turn-key operations, whether completed in-house or by outside contractors. Works closely with office staff to ensure that apartment units are ready for showing and for resident move-in, according to property rent-ready standards and as scheduled. Regularly inspects property and ensures required maintenance and repairs are completed, as necessary. Solicits bids for outside contract work; schedules and supervises outside contractors. Works with property manager to hire, train and develop on-site maintenance/janitorial employees according to company policy and procedure. Schedules maintenance/janitorial employees according to forecasted workloads. Works with property manager to counsel and review maintenance employees as necessary and as required by company policy and procedure. Works with maintenance employees and other property staff to develop an effective, proactive team that works together to achieve property objectives. Ensures adherence to company safety standards, policies and procedures. Insures maintenance staff correctly wears and uses safety equipment, as required. Also insures that all safety inspections are completed as required and ensures adherence to company key control policies. Maintains property map that clearly identifies all utility cut-offs, the location of hydrants, gas mains and any other property safety information. Works with Property Manager to conduct regular on-site safety meetings and insures compliance with all federal, state and local safety regulations, including OSHA, EPA, Workers Compensation and Hazard Communications. Ensures that all hazardous materials are properly labeled, stored and handled. Ensures strict adherence to the property key control policy, insuring that locks are changed as required and that keys are properly cut and dispensed. Regularly inspects property for safety and security issues, including, but not limited to non-functioning lights, ground and trip hazards, broken fences, exposed wiring, pot-holes and sewer line breaks. Ensures adherence to customer service standards. Works with maintenance staff to ensure that resident maintenance issues are dealt with in a timely manner and that proper follow-through is done. Other tasks as assigned by your supervisor not listed as essential functions. Upholds the mission and values of VOA Illinois.
Qualifications:
Excellent organization and customer service skills. Ability to successfully handle multiple priorities, prioritize and schedule according to forecasting workloads. Must be able to successfully and effectively communicate with a variety of personnel. Must be able to use the computer and property management software. Must have good diagnostic skills and be able to perform maintenance repair work on the following: Appliances HVAC Systems Electrical Systems Plumbing Systems (including water lines) Carpentry Painting/Wallpapering/Sheetrock Roofing Pest Control (as required)
Experience:
Qualified individuals must have at least two years experience in property maintenance. Must have proven ability to successfully work with people and diagnose and complete required maintenance/repair work. Dependent upon property needs, previous renovation experience may also be required. Licenses - HVAC certification preferred and boilers license/certification is beneficial. Other - Must have a reliable on-site transportation.
