This position oversees the assignment of temporary maintenance personnel to provide assistance in the completion of extraordinary maintenance and repair projects, in particular during new property management takeover. In addition, the Facilities Manager provides advisory and support to the Director of Portfolio Operations/Senior Managers in the area of vendor contracting and management. For properties newly assigned to Peabody portfolio, this position conducts initial property condition assessments and acts as liaison to residents during management transition and/or substantial rehab. Functions of the
Position:
Conduct complete and thorough site inspections at every property within the Peabody management portfolio a minimum of twice per year. Subsequent to the inspection, develop a written report regarding condition of property including, but not limited to, the following areas: exterior grounds, walkways, parking areas, building façade, windows, doors, roofing, interior common areas, building systems and amenities. A copy of this report is to be immediately forwarded to the Director of Portfolio Operations/Senior Managers. Follow up with the Director of Portfolio Operations/Senior Managers within 5 days of the report to ensure that a plan of action has been developed by the respective management team and that corrective measures are implemented. Develop a team of maintenance personnel that are ready, willing and able to assist as needed in the resolution of critical needs of properties not their home site, during extraordinary circumstances, such as emergency events. Coordinate a system of communication and coordination with Director of Portfolio Operations/Senior Managers and on-site Property Managers that results in a smooth transition of services and coverage should any member of a site's technical staff be asked to serve at another site in an extraordinary circumstance or during an emergency event. Work with each Director of Portfolio Operations/Senior Managers to address the critical needs of managed properties and in the development of a plan of action to resolve issues. Participate with the Director of Portfolio Operations/Senior Managers in the acquisition of a comprehensive Capital Needs Assessment (CNA), or in the update of an existing assessment. Provide expertise in the areas of contractor selection and participate with the Director of Portfolio Operations/Senior Managers in the informational meetings and site tour required by the contractor to gather the data necessary to complete the report. Review the completed report and comment as necessary on replacement schedules and funding levels indicated. Effectively review the capital budgets for each property prior to final approval of budget and compare each with the respective CNA to ensure adherence to assessment recommendations unless otherwise agreed. Report any discrepancies to respective Director of Portfolio Operations/Senior Managers for correction and follow up as necessary. Complete task in a timely manner to avoid delays in the budget approval process. Develop and maintain a data base for all properties within the managed portfolio that includes dates of latest CNA and schedule of replacements for the upcoming year. This data base is to be established as a tickler to organize the monitoring of project completion by the Director of Portfolio Operations/Senior Managers and to coordinate efforts. Work with the Director of Portfolio Operations/Senior Managers in the area of bidding and contracting to ensure project completion on time and on-budget. Intervene as called upon to assist in arbitration situations or in negotiations with contractor. Establish and maintain a comprehensive vendor database for reference in contract bidding. Database should include specific areas of expertise, cost analysis of services as well as comments on reliability and productivityexperience. Review and maintain operational understanding of each property's operating and capital budgets. Work with Director of Portfolio Operations/Senior Managers to implement plan of action to address deficiencies noted in property inspections/pre-REAC inspections as necessary. Additionally work with Director of Portfolio Operations/Senior Managers to determine need and coordinate the efforts of additional on-site staff, utilizing Rovers where required. Attend staff meetings as called upon to provide updates and informational reports on scope of responsibility. Performs other duties as may be assigned that are within the general scope of the position. Maintain a professional decorum at all times and ensure that a positive example of competence, integrity and leadership is set for all staff to follow. Meet on a monthly basis with each Director of Facilities. Education and Experience Significant experience in construction or advanced system maintenance required. Must demonstrate leadership, and communication skills. Must be highly organized and have the ability to coordinate the efforts of staff in an effective and efficient manner. Must be computer literate, competent in establishing and maintaining informational databases. Must possess communication skills associated with training and technical support.
Compensation and Benefits:
