Building & Grounds/Parks Department Facility & Capital Projects Supervisor General Summary Under the general supervision of the Mechanical Supervisor, the Facility & Capital Projects Supervisor assists in the planning, coordination, and administration of County capital improvement and facility-related projects. This position also oversees staff engaged in routine building maintenance and operational activities. The Facility & Capital Projects Supervisor is responsible for tracking project timelines, budgets, procurement activities, contractor performance, and compliance documentation, while also supporting and coordinating routine maintenance functions to ensure County facilities remain safe, efficient, and fully operational. Essential Functions Project Coordination Assist in the coordination and administration of capital improvement and facility-related projects. Track project timelines, milestones, deliverables, and overall progress. Monitor purchase orders, project-related expenditures, and budget activity. Assist in the preparation of bid documents, requests for proposals (RFPs), quotes, and procurement materials. Maintain organized project files, records, and regulatory/compliance documentation. Coordinate communication among County departments, contractors, vendors, and consultants. Assist in monitoring change orders, contractor performance, and contract compliance. Conduct site visits to observe, document, and report project progress. Support project closeout activities, including documentation and record retention. Facilities and Maintenance Operations Direct and assist with routine maintenance activities at County facilities and parks. Direct and assist with grounds maintenance, landscaping, and snow removal operations. Coordinate and assign preventive maintenance schedules and related work activities. Respond to facility repair needs and service requests in a timely manner. Troubleshoot building systems including mechanical, plumbing, electrical, and HVAC systems. Inspect County facilities and identify maintenance, operational, and safety concerns. Coordinate outside vendors and contractors when repairs exceed internal capabilities. Maintain maintenance logs, work order records, and asset documentation. Emergency Response Participate in an on-call rotation for emergency facility response, as required. Respond to after-hours facility issues including mechanical failures, utility disruptions, and safety concerns. Other Functions Perform other duties as assigned in support of County and County Parks operations. Employment Qualifications Education Associate's degree or Bachelor's degree in Construction Management, Facilities Management, or a related field; or two (2) years of relevant experience in facilities maintenance, construction management, project coordination, procurement, or a closely related field. Experience Preferred experience includes training or demonstrated skill in HVAC, electrical, plumbing, carpentry, building repair, and supervisory or maintenance-related operations. Qualifications Valid driver's license with clean driving record. Ability to respond in a timely manner to after-hours emergency service calls. Squatting, stooping, kneeling, and bending to maintain and repair facilities and equipment. Climbing ladders and/or scaffolding to complete maintenance and repair tasks. Lifting and placing parts related to building mechanical systems. Lifting, carrying, and moving equipment, supplies, and materials weighing up to 100 pounds. Operating light trucks, tractors, riding mowers, and similar equipment for extended periods. Working Conditions Work in confined spaces. Work outdoors in varying weather conditions. Work in all areas of County buildings and parks. Work in cramped or awkward body positions while performing maintenance and repair duties. Exposure to loud noise and moving mechanical parts. Exposure to conditions where there is risk of burns, bruises, cuts, or scrapes. Exposure to oil, petroleum products, water treatment chemicals, solvents, boiler chemicals, gases, and fumes.
