Summary Day-to-day technical interface between the facility operations organization and the programmatic tenants in a facility or a collection of facilities. Assists in the day-to-day business operations functions and in the development and deliverance of facility operations-focused programs, policies, processes, and procedures in support of safe and compliant facility operations. Duties may include, but are not necessarily limited to, providing guidance on governmental regulations and Laboratory guidelines; conducting incident and general issues management investigations and reporting; participating in or supporting readiness reviews for operations; supporting the activity approval process; developing and maintaining required operational documentation and procedural manuals; planning and budgeting; and providing other compliance and/or quality-related support functions including development of training, delivery of facility-level training, tracking and assurance of employee training; property accountability, and access control. Provides other operational/administrative support functions as required.

This function is primarily concerned with operational support functions and depending on facility may require varying degrees of technical knowledge. The Technical Project Manager (TPM) 2 manages and ensures timely completion of discrete technical and/or operational projects. Adheres to technical requirements for the project; defines and manages project deliverables, budgets, schedules, and risks; and oversees the project team in the planning, tracking, and execution of scope from initiation to completion where all scope is being executed in a DOE Hazard Category 2 and Security Classification 1 facility. Projects are a set of related activities needed to produce specific products or services and meet customers' requirements. Projects develop work packages that define what will be accomplished to meet specific programmatic needs and produce the work products defined by the work packages. The TPM 2 assumes responsibility for day-to-day administrative/operational management of activities and functions in a designated program area within a line or staff department, including contributing to the development, implementation and evaluation of program policies, procedures and standards; determining program service levels and enhancements; assists with the development of and monitoring program budgets; providing technical advice to staff, other departments, and performs related work as required. Prior DOE experience supporting engineering, construction, and/or process improvements in direct relation to project performance along with prior experience and qualifications/certifications under Earned Value Management Systems (EVMS) such as Humphrey's and Associates and Control Account Manager (or equal) is required. Certification as a Project Management Professional (PMP) is also preferred. Due to nuclear setting of all scope being managed by TPM 2, prefer prior experience where alignment with quality control, assurance and managing complex issues under NQA-1 is required.

Radiation Control Tec 3: As a fully proficient radiation control technician 3 (RCT 3), provides radiological support at assigned Laboratory sites in the areas of workplace surveillance and analysis/interpretation of radiological data. In addition, provides fully proficient operational health physics support in assigned facility, function or area. Responsible for high-hazard radiological jobs. Ensures compliance with radiation protection activities, procedures and 10CFR835. Implements radiation protection procedures and applies these to a wide range of activities such as reviewing radiological work for proper controls, posting and compliance with Laboratory requirements. Assists and mentors employees in on-the-job training in the areas of: group procedures for radiation monitoring, contamination control, external exposure control and emergency response, radiation work permits, and facility design. Interfaces with emergency personnel or directly responds to an emergency situation involving radiation or radioactive material. Works with health physicist to determining appropriate re-entry requirements, directs as necessary other RCTs in monitoring and dealing with contaminated personnel. The RCT 3 may be called upon on an as-needed basis to successfully assume field management responsibility and direct the actions of other technicians. Completing assignments requires following or adhering to requirements, specifications, or procedures developed for the task. Impact of work may affect an entire facility. Consequence of error may include serious radiological safety events, including injury to self or others, as well as noncompliance with 10CFR835, with potential for Laboratory fines under the Price-Anderson Amendments Act. Work involves moderate physical demands, such as lifting and carrying radiation protection instruments and wearing personal protective equipment, including respiratory protection. Work may be outdoors and may be scheduled at time other than regular work hours. RCT 3 is considered skilled/fully proficient. Incumbent applies knowledge of the job, and Laboratory policies and principles to complete a wide range of tasks. Has complete understanding and wide application of technical principle, theories, and concepts in the field. Also has general knowledge of other related disciplines. Assignments are usually focused while working within established priorities, procedures, processes, requirements or specifications. Priorities and tasks are usually prescribed. Expected to provide technical solutions to a wide range of difficult problems. Solutions are imaginative, thorough, practicable, and consistent with organization objectives.
