Job Summary The Director of Operations & Facilities is a senior leadership role serving as the second-highest ranking official of the Lancaster City Housing Authority. This position is responsible for the integrated oversight of all operational, administrative, programmatic, and facilities functions of the Authority. This position serves as Acting Executive Director in the absence of the Executive Director and works as a direct strategic partner to drive mission-aligned performance across all LCHA departments. The Director of Operations & Facilities ensures that housing programs, physical assets, resident services, and regulatory obligations are managed effectively, compliantly, and with a commitment to long-term organizational growth. What You'll Do:
Executive & Administrative Leadership Ensures that LCHA policies and programs are properly understood, implemented, and administered in compliance with all applicable federal, state, and local laws and HUD regulations. Directs Authority-wide activities through subordinate personnel; provides supervision, counsel, and support needed to accomplish program objectives and resolve administrative problems. Attends Board of Directors meetings and represents LCHA at conferences, hearings, and legal proceedings as required. Keeps the Executive Director and staff apprised of administrative, legal, and regulatory changes; develops and implements corrective actions proactively. Makes recommendations relative to employment, performance, salary, promotion, transfer, or termination of subordinate personnel. Operational Leadership & Program Management Provides strategic and hands-on leadership for all operational functions, including property operations, maintenance, occupancy, and administrative support. Monitors all aspects of LCHA's day-to-day operations, including rental assistance, maintenance, modernization, data processing, purchasing, and inventory control. Translates organizational goals and strategic plans into effective operational practices, procedures, and performance standards. Oversees and, as appropriate, participates in the resolution of complaints and problems brought to LCHA's attention by residents and vendors. Establishes performance standards, monitors outcomes, and implements continuous improvement initiatives across all programs. Facilities, Maintenance & Capital Projects Assumes primary responsibility for the planning, administration, and execution of LCHA's modernization, capital improvement, and special programs. Oversees the Public Housing property operations to ensure maintenance of safe, decent, and sanitary housing conditions across all AMPs. Montiors NSPIRE/REAC
inspection results, preventative maintenance schedules, work order turnaround times, and unit turnover performance. Prepares and manages contract and vendor bids, requests for proposals (RFPs), and specifications for construction, renovation, equipment procurement, and professional services. Coordinates with Asset Management on capital planning, Capital Fund program activities, Energy Performance Contracts, and long-term preservation strategies. Compliance & Regulatory Oversight Ensures full compliance with HUD regulations governing Public Housing and related programs, including 24 CFR, PIH Notices, HUD Handbooks, and Fair Housing requirements. Oversees operational readiness for HUD monitoring reviews, REAC/NSPIRE inspections, and all other regulatory assessments. Monitors AMP-level compliance, financial performance, and expense reasonableness in coordination with Finance. Develops, recommends, and implements HUD-compliant standard operating procedures (SOPs) for Public Housing. Financial & Budget Management Assists in planning, development, and preparation of operating plans, budgets, objectives, policies, and procedures for LCHA. Collaborates with the Executive Director and Finance on AMP-based budgeting and operational cost controls. Monitors operational expenditures to ensure compliance with HUD cost reasonableness and allocability standards. Collaborates directly with the Grants and Development Director to make applications to federal, state, and local sources for new and continued program funding; manages federal grant requirements and procurement compliance. Evaluates and recommends new systems, equipment, methods, or services to improve operational efficiency and financial performance. Staff Leadership & Development Oversees supervision, coaching, and evaluations of Maintenance Leads. Supervises, coaches, and evaluates property management staff, compliance staff, and administrative personnel. Fosters a culture of accountability, professionalism, resident-centered service, and continuous improvement. Ensures adequate staffing levels, role clarity, ongoing training, and succession planning across all departments. Promotes adherence to personnel policies, labor standards, safety practices, and LCHA's mission-driven values. Stakeholder & Community Relations Maintains cooperative working relationships with public and private agencies, community and civic organizations, and professional associations. Responds to federal, state, and local government requests for information, including reports, forms, questionnaires, and other correspondence. Supports resident services coordination in partnership with program and management; ensures resident concerns are addressed promptly and professionally. Required Bachelor's degree in Public Administration, Business Administration, Housing Management, Urban Planning, or a related field - or equivalent combination of education and experience. Minimum of 5-7 years of progressive management experience in public housing, affordable housing, nonprofit housing, or a closely related field. Strong knowledge of HUD regulations, Fair Housing requirements, property operations, and facilities management principles. Demonstrated experience managing multidisciplinary teams including maintenance, property management, and administrative staff. Experience with capital project oversight, RFP/bid preparation, and contractor management. Valid Pennsylvania driver's license with ability to travel to sites. Preferred Master's degree in Public Administration, Urban Planning, or a related field. Experience working with a Public Housing Authority or nonprofit housing organization. Familiarity with LIHTC, Housing Choice Voucher programs, and mixed-finance developments. Professional certifications such as PHM (Public Housing Manager), CPM, HDFP, or similar credentials. Experience with HUD-required systems such as EPIC, or similar platforms. WORK ENVIRONMENT, EMOTIONAL EFFORT AND PHYSICAL REQUIREMENTS
Primarily office-based with regular visits to all LCHA housing sites and properties. Attendance required at evening Board meetings, community events, or emergency response situations. Leadership member of LCHA's Executive Team. Occasional short deadlines, including reports to the Board, HUD submissions, and bid documents. Must maintain confidentiality and exercise sound professional judgement at all times. Physical requirements include regular office work, site visits, and occasional inspections of maintenance areas. While performing duties of this job, the employee is regularly required to talk or hear. The position requires standing and walking regularly. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. EXPECTED HOURS OF WORK
