ESSENTIAL JOB FUNCTIONS
Essential Functions The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. Provides leadership and oversight of facility operations by planning, directing, and evaluating the work; establishes performance expectations, ensures high standards of customer service, and conducts coaching, training, and performance evaluations; drives workplace safety standards and fosters a positive, team-oriented environment that promotes collaboration, accountability, and continuous improvement. Manages the daily operations, maintenance, ensuring safe, reliable, and efficient building systems, including HVAC, electrical, plumbing, and roof systems. Develops, and strategically manages the facility division's operating and capital budgets; evaluates facility assets and systems to prioritize repairs and replacements based on risk, lifecycle, and operational impact; applies sound estimating and forecasting techniques to project short- and long-term needs; and identifies creative, cost-effective solutions to optimize resources and extend asset life.
JOB REQUIREMENTS
Education & Experience Work requires broad knowledge in a general professional or technical field. A typical way to obtain the required qualifications would be: Bachelor's degree in Construction Management, Engineering, Government, or a related field plus three (3) years (5 years is preferred) of facility or construction experience, including one (1) year in a supervisory role. Associate's degree in a related field plus seven (7) years of facility or construction experience, including one (1) year in a supervisory role. High School Diploma or equivalent plus eleven (11) years of facility or construction experience, including one (1) year in a supervisory role. Other combinations of education and experience may be considered Certification and Other Requirements Safe driving record and Valid Texas Driver's License Clear criminal background check and pre-employment drug screen Must obtain Criminal Justice Information Services (CJIS) Certification prior to employment. An offer of employment may be rescinded if delays in obtaining clearance exceed 15 working days. Hours/Work Schedule This is a full-time non-exempt position with benefits. Monday- Friday, 8:00 am
- 5:00 pm.
SUPPLEMENTAL INFORMATION
Knowledge of:
Facility maintenance and custodial operations. Portfolio and multi-site facility management. Facility management best practices, benchmarking practices, and preventative maintenance planning. Budget preparation, management, and cost control. Advanced financial management (ROI, lifecycle costing, cost estimating). Strategic facility planning, budgeting, management and execution. Contract development, administration, and vendor management. Applicable building codes, safety regulations, and environmental standards (e.g., indoor air quality). Principles of project management and construction processes. Staff supervision, performance evaluation, and employee development. Workplace safety standards and risk management. Customer service principles in a municipal environment.Skilled in:
Championing workplace safety and maintaining a motivated, collaborative team environment. Planning, organizing, and directing daily operations of facility services. Preparing and managing operational budgets and capital improvement plans. Provides recommendations based on data-driven insights. Coordinating multiple projects with contractors and vendors. Evaluating and improving operational procedures and service delivery. Benchmarking performance against industry standards. Leading, training, and mentoring cross-functional teams. Identifying and resolving facilities-related issues and service disruptions. Interpreting and applying codes, contracts, and safety standards. Communicating effectively with internal teams and external stakeholders. Managing records, reports, and compliance documentation. Continuous improvement and process optimization. Using facility management software and Microsoft Office tools. Physical Demands /Work Environment:

Ability to work evenings and weekends as needed. Ability to operate city or personal vehicle for business purposes.
