Job Description

We are seeking an experienced Project Manager to support the Department of Homeland Security (DHS), Federal Protective Service (FPS) Facilities Management Branch under a Facilities Contractor Support Services contract. As the Project Manager, you will lead and oversee contract execution supporting FPS space planning, relocation coordination, occupancy agreement management, build-out/reconfiguration projects, strategic facilities planning, and portfolio optimization initiatives across approximately 180 offices and 280 occupancy agreements nationwide. This role serves as the primary interface between contractor leadership and Government stakeholders and is responsible for ensuring operational excellence, compliance, performance management, and timely delivery of all contract requirements. This position is contingent upon receipt of award and candidate's ability to pass required background screening. Key Responsibilities Lead overall contract performance and day-to-day operations supporting FPS Facilities Management Branch requirements. Manage contractor personnel, schedules, workflows, deliverables, and quality assurance activities. Coordinate with FPS leadership, CORs, GSA representatives, and other stakeholders to support successful execution of all PWS requirements. Oversee space planning, relocation coordination, occupancy agreement tracking, and build-out/reconfiguration initiatives. Ensure project timelines, milestones, budgets, and deliverables are completed in accordance with contract requirements. Manage development and submission of weekly, monthly, quarterly, and annual reports. Provide executive-level briefings, presentations, and status updates to FPS leadership and stakeholders. Support portfolio optimization strategies and long-range facilities planning efforts. Monitor performance metrics and ensure compliance with all performance standards and acceptable quality levels (AQLs). Oversee transition activities, staffing readiness, onboarding, and operational continuity. Ensure contractor compliance with DHS, GSA, OMB, FAR, and FMR requirements. Coordinate risk management activities and implement corrective actions when necessary. Ensure all project activities support FPS operational requirements, mission needs, and federal space utilization initiatives. Support development of strategic real estate initiatives, integrated project plans, capital plans, and resource allocation plans. Ensure all contract deliverables are accurate, timely, and compliant with federal regulations and FPS guidance.
Qualifications Required:
U.S. Citizenship Bachelor's degree in Project Management, Facilities Management, Architecture, Engineering, Business Administration, Real Estate, or related field (or equivalent experience) Minimum 10 years of relevant project management experience Active Project Management Professional (PMP) certification Active
FAC-P/PM
Level II certification within the last 5 years or equivalent Experience managing large-scale federal facilities, real estate, or space management programs Experience managing geographically dispersed teams and multiple concurrent projects Strong knowledge of federal facilities management and real property practices Experience coordinating with federal stakeholders and GSA Strong proficiency with Microsoft Office Suite and project management tools Excellent written and verbal communication skills Ability to prepare executive briefings, reports, and strategic recommendations Ability to travel within the National Capital Region and other FPS locations as required Valid driver's license
Preferred:
Experience supporting DHS or other federal agencies Familiarity with FPS operations and federal occupancy agreements Experience with ServiceNow, AutoCAD, Tririga, or similar systems Certified Facilities Manager (CFM) certification Experience supporting space utilization and portfolio optimization initiatives Experience with federal budget planning and capital planning activities Strategic Results In assuming this position, you will be a critical contributor to delivering high-quality administrative and training support services that enable TSI to accomplish its mission of developing a skilled transportation workforce. You will play a key leadership role in ensuring operational excellence, effective coordination across divisions, and strong partnership with Government stakeholders. Your ability to align teams, manage performance, and drive continuous improvement will directly impact the success of the contract and the effectiveness of TSI programs.
