Full Job Description SUMMARY:
The Director of Development is responsible for leading and overseeing all aspects of the Housing Authority's development activities, including strategic planning, project management, and partnership building. Key duties include negotiating ground lease agreements, conducting or coordinating preliminary financial analyses for new construction, renovations, or acquisitions, and managing the repositioning, redevelopment, or renovation of Housing Authority assets. This senior leadership role involves identifying development opportunities, securing funding through grants, and government programs, and managing relationships with stakeholders, community partners, and funding agencies including
FHLB-AHP, HOME
Funds, and Housing Trust Funds. The Director of Development collaborates with executive leadership to align development strategies with organizational goals, ensures compliance with funding requirements, and supervises staff involved in development activities. The position requires strong leadership, communication, and analytical skills, along with extensive knowledge of development practices, funding sources, and regulatory policies applicable to the organization's mission.
ESSENTIAL DUTIES
Participate in the Housing Authority's strategic planning initiatives. Maintain current knowledge of relevant State and Federal legislation impacting affordable housing finance and development. Represent the Housing Authority in dealings with local and state organizations, including the City, County, and SC State Housing Finance and Development Authority. Negotiate business terms for ground lease agreements and site control documentation. Prepare or coordinate preliminary financial analyses for new construction, major renovations, and acquisitions. Oversee the repositioning, redevelopment, and renovation of Housing Authority assets, ensuring compliance with funding requirements. Facilitate local approvals and neighborhood acceptance for housing projects, including land use and zoning applications. Identify and pursue subordinate ("soft") funding sources such as AHP funds, HOME funds, and Housing Trust Funds. Coordinate applications for tax credits, bonds, additional subsidies, and lender financing. Review construction and rehabilitation plans with third-party architects. Manage the development and logistics of resident relocation plans for both temporary and permanent moves. Prepare RFPs and RFQs for professional services from architects, contractors, development partners, and other consultants. Supervise Relocation Coordinators, Project Developers, and consultants throughout project execution. Act as the Owner's Representative during construction phases to ensure project quality, compliance, and timely completion.

SUPERVISORY RESPONSIBILITIES
  • Supervises and directs the activities of the Development Project Manager.
REQUIRED QUALIFICATIONS
  • Bachelor's degree in Business Administration, Urban Planning, Civil Engineering, Construction Management, Public Administration, or a related field; Master's degree preferred.
  • Five to ten years of experience in housing development, real estate development, project management, or similar roles, with a demonstrated ability to oversee complex projects.
  • Experience in supervising support staff and managing multifaceted projects.
  • In-depth knowledge of federal, state, and local regulations governing Housing Authority operations and programs.
  • Strong understanding of affordable housing principles, financing options, market trends, and economic/demographic factors.
PHYSICAL DEMANDS AND WORK ENVIRONMENT

  • Capable of navigating construction sites or project locations, which may involve uneven terrain or outdoor environments.
ADDITIONAL ELIGIBILITY REQUIREMENTS
Must have a valid South Carolina driver's license or the ability to obtain a SC Driver's license.
  • Capability to pass government security screening to acquire security administrator rights for the housing authority.

From $90,000.00 per year
