SWaMBUSINESS SERVICES COORDINATOR FINANCE FINANCE

DepartmentCITY OF OPPORTUNITY GENERAL STATEMENT OF RESPONSIBILITIES
Under general supervision, this position is responsible for providing outreach to small, women-owned and minority-owned (SWaM) businesses regarding contracting opportunities with the city. Responsibilities include technical assistance related to SWaM business certification, provide training, develop communication plans, facilitate date collection and data management related to prime and subcontractor participation in city contracts and work closely with the department of Development related to business development programs and services. Work includes other training to internal customers related to procurement and finance functions. Reports to Purchasing Agent.ESSENTIAL JOB FUNCTIONS
Develop and implement policies, procedures and strategies to inform and assist Small, Women-owned and Minority-owned business in participating in contracting opportunities. Provide training opportunities and technical assistance and facilitate workshops to SWaM businesses on how to obtain city contracts including bond and insurance requirements. Develop and maintain SWaM business participation reports including quarterly and annual reports and share data for both internal and external purposes. Coordinate with the Virginia Department of Small Business and Supplier Diversity related to certification and coordinate or provide educational and training opportunities to business. Encourage existing suppliers to obtain certification. Coordinate with the Department of Development related to available initiatives and programs for Newport News business. Develop educational materials and information for both print and website formats. Develop strategies to gather and report on SWaM prime contractor and subcontractor participation with Office of Purchasing, Engineering, Waterworks and other relevant departments. Assist procurement and finance teams in developing and delivering internal training related to the SWaM program and other general policies and procedures. - Considerable knowledge of principles and processes for providing customer service and to also include setting and meeting quality standards for services, and evaluation of customer satisfaction.
REQUIRED SKILLS
Judgment/Decision Making- Requires good judgement skills and analytical skills related to making decisions of practicality of surplus sales or disposal. Ability to determine base value of surplus items. Computer Skills
- Utilizes a personal computer with a good understanding of Microsoft Office programs. Interpersonal Relationships
- Develops and maintains cooperative and courteous relationships with employees and all levels of management to include representatives from other departments and organizations. Public Speaking
- Possesses strong and effective public speaking and presentation skills.
REQUIRED ABILITIES
Coordination of Work- Ability to analyze complex data and possess skills related to preparing reports in an organized manner. Ability to work with others in support of program initiatives. Requires independent decisions and good judgement skills. Ability to work with prime contractors and subcontractors related SWaM business participation . Communication
- Ability to communicate ideas and proposals effectively, including the preparation of reports.

08/01/2022 EDUCATIONAND EXPERIENCE
Bachelor's Degree in Business Administration or Public Administration or related field and a minimum of five years of professional work experience in procurement, finance or business outreach services or an equivalent combination of education and experience. Demonstrated experience providing training to groups is preferred.ADDITIONAL REQUIREMENTS
Requires an acceptable general background check to include a local and state criminal history check and a valid driver's license with an acceptable driving record.PHYSICAL REQUIREMENTS
Requires the ability to exert light physical effort in sedentary to light work. Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Position may be required to both sit and stand for long periods.SENSORY REQUIREMENTS
Some tasks require the ability to perceive and discriminate sound and visual cues or signals. Some tasks require the ability to communicate orally.ENVIRONMENTAL EXPOSURES
