Job Objective :
The Central Region Educational Cooperative (CREC) is seeking an experienced and highly organized Business (Fiscal) Manager to oversee the organization's fiscal operations and provide financial leadership in support of CREC's programs and services. Reporting directly to the Executive Director, the Business (Fiscal) Manager is responsible for managing key financial functions, including budgeting, accounting, financial reporting, payroll oversight and controls, Medicaid financials, federal funding requirements, and compliance with applicable local, state, federal, and New Mexico Public Education Department (NMPED) requirements. The position also works closely with CREC leadership, member districts, and state agencies to support sound financial planning and decision-making. The ideal candidate will have strong governmental or educational accounting experience, excellent organizational and problem-solving skills, and the ability to manage multiple priorities and deadlines. Experience with school district accounting and the VISIONS financial system is preferred.

CREC Executive Director Required Qualifications for
Position:
  • Minimum of four-year college degree in related field;
  • A current New Mexico PED School Business Official license is required for this position; no exceptions will be made. Please include a copy of your NMPED license with your resume.
  • The successful candidate must also obtain New Mexico Chief Procurement Officer (CPO) certification within six (6) months of employment.
  • Minimum of five years' experience in accounting, with preference given for experience in school district bookkeeping or accounting; VISIONS program.
  • Working knowledge of applicable computer systems including word processing, database, and spreadsheet software.
  • Effective communication skills, both verbal and written.
  • Flexibility, organization, decision-making and problem-solving skills.
  • Effective interpersonal skills, in person, in writing, and on the telephone, with diverse populations.
Major Job Responsibilities:
  • Communicate effectively with PED/ECECD/State Depts and member district business managers/superintendents/staff regarding CREC fiscal matters.
  • Prepare all Budgets, with Director and member agencies; OBMS upload and Vision's input.
  • Prepare PED Fiscal Quarterly Reports.
  • Oversee accounting program (VISIONs)/CREC financial procedures/processes including payroll and controls.
  • Complete BARs and oversee IGA billing.
  • Oversee all financials for Medicaid.
  • Assist member districts in applying for federal funds - oversee that expenditure requirements (based on the specific fund) are met.
  • Report to IRS (W-2 and ACA Reporting)
  • Approve PR, AR and Payroll.
  • Provide support to assist the CREC in managing its financial and operational plans. Apply general business and financial skills to assist Executive Director/Council in making sound financial decisions; analyze financial data to ensure informed decision making by Management/Council.
  • Comply with administrative directives and regulations, CREC Council policies, and local, state, and federal regulations.
  • Safeguard confidentiality of privileged information.
  • Maintain professional relationship and work cooperatively with employees, the community, and other professionals.
  • Maintain professional competence through individuals and district training, in-service educational activities, and appropriate self-selected professional growth activities.
  • Meet deadlines and work multiple projects.
  • Attend staff meetings and conduct, as may be necessary, training/technical assistance with reference to School Business Management.
  • Directly Supervise CREC Office Staff as assigned.
Additional Duties :
  • Provide Back up to the CPO (purchasing) and other business areas when needed.
  • Perform other tasks related to area of responsibilities as requested or assigned by the Executive Director.
Pay:
$96,000.00 - $102,000.00 per year
