Job Description
Heartshare is seeking a strategic, operationally strong, and results-driven Senior Vice President of DD Residential Services to provide executive leadership and oversight for one of the agency's largest service portfolios, generating approximately $86 million in annual revenue and supporting individuals with intellectual and developmental disabilities across a broad network of residential programs. Reporting to the Chief Program Officer for Residential & Clinical Services, the Senior Vice President is accountable for the overall performance of Heartshare's DD Residential Services portfolio, including Supervised IRAs, Supportive IRAs, ICFs, and other residential models. The SVP is responsible for ensuring high-quality, person-centered services while driving operational consistency, regulatory compliance, workforce stability, occupancy, financial performance, and continuous improvement. The SVP serves as the senior operational leader for Residential Services and is expected to translate organizational strategy into measurable execution across the portfolio. This includes establishing clear performance expectations, strengthening leadership accountability, using data to identify and address performance gaps, and ensuring that residential programs operate safely, effectively, and sustainably. The successful candidate will be a visible and engaged executive leader with demonstrated experience managing complex, multi-site human services operations and developing high-performing leadership teams. Strategic Leadership & Portfolio Performance Partner with the Chief Program Officer and executive leadership to establish and execute the strategic direction for DD Residential Services. Provide executive oversight of the full residential portfolio and establish consistent operating standards, expectations, and accountability across programs. Translate agency and divisional priorities into measurable operational goals, performance indicators, and action plans. Use data, dashboards, financial reports, and operational scorecards to evaluate portfolio performance, identify trends and risks, and drive timely corrective action. Establish clear expectations for performance recovery plans when programs or leaders are not meeting established targets. Identify opportunities to strengthen, modernize, expand, consolidate, or redesign residential services based on individual needs, operational performance, accessibility, workforce considerations, and financial sustainability. Partner with Clinical Services, Quality, Finance, Human Resources, Real Estate, Facilities, and other functions to advance integrated residential strategies and resolve systemic operational barriers. Provide the Chief Program Officer and executive leadership with concise, data-informed assessments of residential performance, risks, priorities, and recommended actions. Residential Operations Provide executive oversight of day-to-day residential operations through Vice Presidents and other senior residential leaders. Ensure consistent implementation of person-centered services and operational standards across all residential programs. Maintain visible leadership presence throughout the residential portfolio, including periodic site visits across shifts and weekends, to assess program conditions, leadership effectiveness, staffing practices, and quality of services. Establish clear decision rights, escalation protocols, and management expectations across all levels of residential leadership. Ensure appropriate emergency response, leadership coverage, and operational continuity for a 24/7 service environment. Monitor and address systemic operational issues affecting program quality, staffing, safety, individual outcomes, or financial performance. Promote consistent residential practices while maintaining appropriate flexibility to address the unique needs of individuals and programs. Financial Management & Resource Stewardship Provide strategic leadership and oversight for the Residential Services annual operating and capital budgets. Maintain accountability for residential revenue, expenses, staffing utilization, overtime, temporary staffing, and other major cost drivers. Partner with Finance and residential leadership to analyze budget-to-actual performance and implement corrective actions when financial performance falls outside established expectations. Ensure residential staffing models appropriately balance individual needs, regulatory requirements, authorized services, workforce capacity, and fiscal responsibility. Identify opportunities for cost containment, operational efficiencies, revenue optimization, and improved use of agency resources without compromising service quality. Ensure leaders throughout the residential division understand and are accountable for the financial performance of their respective portfolios. Occupancy, Capacity & Residential Growth Maintain executive accountability for residential occupancy and effective utilization of available capacity. Partner closely with Clinical Services and Access & Intake leadership to monitor vacancies, referral pipelines, admission readiness, and barriers to placement. Ensure residential leadership provides timely operational assessments and feedback regarding prospective admissions and program fit. Analyze occupancy trends, service demand, individual support needs, and portfolio capacity to inform short- and long-term residential planning. Support appropriate and timely transitions into, between, and from residential programs while maintaining person-centered planning and regulatory compliance. Identify opportunities for residential growth and service development aligned with community needs, OPWDD priorities, organizational strategy, and financial sustainability. Workforce Strategy & Leadership Development Build and maintain a strong, accountable residential leadership structure capable of effectively managing a complex 24/7 service portfolio. Directly supervise, coach, and evaluate Vice Presidents and other assigned senior leaders. Establish clear expectations for leadership visibility, responsiveness, follow-through, operational ownership, and performance management. Strengthen succession planning and leadership development across Residential Services, including development of the internal leadership pipeline. Partner with Human Resources to develop and execute strategies addressing recruitment, retention, vacancies, turnover, staffing stability, and workforce development. Support workforce initiatives that strengthen the DSP career pathway, internal advancement opportunities, and development of future residential leaders. Provide executive oversight of strategies designed to reduce reliance on temporary staffing and strengthen internal staffing capacity. Foster a culture of transparency, accountability, collaboration, continuous improvement, and respect. Quality, Compliance & Risk Management Ensure residential programs operate in accordance with applicable OPWDD regulations, Medicaid requirements, HCBS standards, Justice Center requirements, agency policies, and other applicable regulatory standards. Partner with Quality, Compliance, Clinical Services, and residential leadership to maintain regulatory readiness across the portfolio. Monitor trends in incidents, corrective actions, survey findings, health and safety concerns, and other quality indicators and ensure timely intervention when patterns or systemic risks are identified. Provide executive leadership for significant regulatory reviews, audits, surveys, investigations, and corrective action processes affecting Residential Services. Ensure corrective actions are implemented timely, effectively, and sustainably, with particular attention to preventing repeat findings. Maintain awareness of regulatory changes, emerging practices, and evolving service models affecting individuals with intellectual and developmental disabilities. External Relations & Advocacy Represent Heartshare, as appropriate, with the New York State Office for People With Developmental Disabilities (OPWDD), Care Coordination Organizations, provider associations, advocacy organizations, and other community and governmental partners. Develop and maintain constructive relationships with individuals receiving services, families, advocates, and external stakeholders. Participate in relevant InterAgency Council and other provider-sector meetings and initiatives. Represent Residential Services in agency-wide leadership forums and contribute to broader organizational planning and strategic initiatives. Maintain responsiveness to the diverse cultural, linguistic, and individual needs of the people and communities served by Heartshare. Other Duties Perform other duties as assigned by the Chief Program Officer and/or President and Chief Executive Officer. Bachelor's degree in human services, healthcare administration, business administration, public administration, social work, psychology, or a related field required; Master's degree strongly preferred. Significant progressive leadership experience in intellectual/developmental disabilities, behavioral health, healthcare, human services, or another complex multi-site service environment. Demonstrated senior leadership experience overseeing large-scale residential or 24/7 operations. Demonstrated experience managing significant operating budgets and using financial and operational data to drive performance. Proven ability to lead through other senior leaders and establish accountability across multiple levels of management. Experience with regulatory surveys, compliance oversight, corrective action, and quality improvement. Demonstrated ability to lead organizational change, improve underperforming operations, and develop high-performing teams. Strong executive communication, judgment, analytical, problem-solving, and relationship-management skills.
