Job Description

The Housing Authority of Indiana County is currently hiring for a fulltime, qualified, and reliable Executive Director. The Housing Authority is an Equal Opportunity Employer. We are seeking an Executive Director who possesses a deep expertise in housing management, federal regulations and finance. The Executive Director must be able to register for and manage access to HUD portals for funding disbursement and possess the ability to maintain strict adherence to HUD rules and regulations regarding Public Housing and Housing Choice Voucher (Section 8 Programs), procurement and Civil Rights/Fair Housing Laws. This position oversees agency budgeting, monitors accounting standards, and prevents fraud to comply with HUD financial guidelines. The Executive Director acts as a bridge between the Board of commissioners, staff, residents and the HUD field office. A successful candidate will be able to prioritize tasks, adhere to deadlines and regulations, be self-directed, goal driven and cognizant of deadlines. The successful candidate will also possess hyper-organizational skills, be a proactive planner and have strong leadership and decision-making skills. Excellent written, verbal and communication skills are a must. A successful candidate will serve as the primary liaison with residents, community organizations, government agencies, elected officials, and other stakeholders; represent the Housing Authority in a professional manner at public meetings and community events in a congenial manner; have the ability to develop partnerships that support housing, economic development and resident services initiatives; be capable of addressing resident concerns and promote positive community relations and a positive workplace atmosphere. Civil Service Position Qualifications Necessary :
  • Five or more years of progressive management experience with at least 3-4 years in a high-level capacity at a PHA or equivalent organization, with a staff of ten (10) or more in a Housing Authority or other publicly or privately owned government subsidized housing program.
  • A Bachelors degree in public administration, business administration, finance or related field
  • Computer proficiency is required, including knowledge of Excel and Word programs
  • Candidate must have a valid PA driver's license, be able to pass a drug test, criminal background and child abuse screenings.
Job Type :
Fulltime, 37.5 hours per week, Monday-Friday 8am-4pm
Pay Scale :
$55,000
  • 70,000 depending on experience/qualifications
