Summary:

The Executive Director serves as the top executive of the Aransas County Navigation District (ACND), overseeing all operations, personnel, strategic planning, budgeting, and external relations. The role includes enforcing policies, managing harbor, marina and beach facilities, overseeing leasing and projects, and serving as an advisor to the Commission and liaison to the public.

Key Responsibilities:

Manage day-to-day operations of ACND and all departments, which includes supervision of staff, contractors, consultants, and vendors. Develop and implement policies, procedures, and long-range capital project planning. Oversee budgeting and financial strategy and forecasting plans including financial planning, reporting and analysis, project execution. Enforce harbor laws and regulations, coordinate emergency responses. Foster and maintain Intergovernmental relationship cooperation with local, state and federal agencies, including the US Army Corps of Engineers, the Texas Division of Emergency Management and the Texas General Land Office. Represent ACND to public, media, and other government entities. Handle leasing, contracts, vendor agreements, and strategic initiatives. Provide administrative support and policy recommendations to the Commission.

Required Knowledge & Skills:

Local governmental operations and public administration. Knowledge of local and state legislative processes. Budgeting, contract negotiation, project management. Knowledge of financial management practices. Disaster emergency management knowledge encompassing Federal Emergency Management Agency and Texas Division of Emergency Management policies, procedures and compliance standards. Knowledge of harbor operations, marine/land construction and equipment, and applicable regulations. Knowledge of and experience in identifying grant opportunities, writing grant proposals, administration of grant funds, grant accounting, and reporting to granting organizations. Leadership, team development, staff supervision, and strategic planning. Excellent communication and conflict resolution skills.

Qualifications:

Education:

High school diploma required; college degree preferred (especially in marine/maritime fields).

Experience:

5 years in management/administration including a minimum of 3 years in local government.

Work Environment:

Office and field-based with site visits to harbors, docks, and beach areas. Requires some evening/weekend work and occasional travel to various governmental and industry meetings and seminars.
