Job Description

The Housing Programs Supervisor is responsible for planning and coordinating Housing related new and current programs for various locations among throughout our communities. Perform application and tenant eligibility determinations, Landlord contract certifications, information management activities, and services within the Pascua Yaqui Housing Division. The incumbent is responsible for supervision of the housing eligibility and Intake team; duties include monitoring the Wait List and Move-In's processes, coordinating training, preparing reports, developing, and implementing policies, and processes appropriate to the Division. Supervise staff, prioritize and assign work, conduct performance evaluations, train staff, ensure staff follows policies and procedures, maintain a healthy/safe working environment, make hiring, termination, and disciplinary recommendations. Assign, review the work of personnel involved in providing housing program information, accept applicants, verify applicant eligibility, maintain records, and files. Establish work priorities and organize, coordinate, train, and monitor program workflow. Assist management in establishing new and revised policies; ensure operational procedures adhere, in accordance with NAHASDA, LIHTC, and other departmental requirements. Ensure the maintenance and periodic review of an active and accurate waiting list of eligible housing applicants to provide continuous housing occupancy. Respond to requests for information regarding assisted housing program functions, services, and procedures, including addressing concerns with community members on residents on waiting list matters; Monitor the provision of housing information to applicants, other agencies, coordinates, and conduct briefings. Perform other duties of a similar nature or level as requested by supervisor or director.
Knowledge of:
Supervisory principles; Housing policies and procedures; HUD regulations, program requirements, policies, and procedures; Customer service principles; Recordkeeping principles; General mathematical concepts; Report preparation techniques; English language, grammar, and punctuation; Applicable federal, state, and local laws, rules, and regulations; Yaqui culture, customs, resources and traditions and/or a willingness to learn.
Skills and Abilities:
Supervise and evaluate employees; Execute multiple tasks; Maintain various confidential records; Prioritize and assign work; Maintain files and records; Develop and prepare a variety of business correspondence, records, reports, documents and forms; Provide excellent customer service; Apply and explain applicable laws, codes, regulations, policies, and/or procedures; Prepare and proofread a variety of reports and/or documentation; Operate a variety of office equipment, including a computer and related software applications; Good communication and interpersonal skills as applied to interaction with co-workers, supervisor, management, Council members, and the public. Have ability to sufficiently exchange or convey information and receive verbal and written work instructions. High School Diploma or GED, three (3) years of housing related experience, including two (2) years of supervisory or lead-worker experience; or, an equivalent combination of education and or experience sufficient to successfully perform the essential duties of the job such as those listed above. AND Bilingual in English/Spanish preferred but not required. Must possess and maintain a valid Arizona Driver's License; Must obtain a Certified Tribal Housing Professional (CTHP) certificate within six (6) months of hire date. Must have a current Level 1 Arizona Clearance Card or be able to obtain the Level 1 Arizona Clearance Card within ninety (90) days of hire. Failure to maintain a current Level 1 Clearance Card will result in termination.
Special Requirements:
Proficient in Microsoft Word, Excel, Outlook, and Power Point; This position will require the incumbent to work non-traditional hours, nights, and weekends. Housing work hours are between 8am to 7pm, Monday thru Thursday and 8am to 5pm on Friday.
