Job Description

This position is responsible for managing and coordinating programs and services that support community engagement, particularly through the Police Athletic League. The Community Resource Coordinator plays a vital role in program development, securing funding through grant writing, and working with local nonprofit organizations to foster a safe and supportive environment for youth. The position involves a strong administrative component, including management of grant proposals,donor records, financials, and partnerships with various stakeholders. This posting will close after the receipt of the first 50 qualified applicants or 2 weeks (June 15 at 4:00 PM EST), whichever comes first. Plans, implements, and evaluates programs that align with the Police Athletic League's mission to promote youth engagement and community-building activities. Researches and identifies funding opportunities from foundations, corporations, and government entities. Drafts compelling grant proposals and maintains compliance with funding requirements. Maintains close relationships with community organizations, stakeholders, and social service agencies. Collaborates with 501(c)(3) organizations to strengthen community services and support for youth programs. Assists in fundraising activities, including donor cultivation, event planning, and maintaining relationships with supporters. Serves as the primary point of contact for community members, ensuring that resources and services are accessible and effectively utilized. Builds and sustains relationships with local businesses, schools, law enforcement, and other community groups to enhance program outreach. Maintains organized records of grant applications, funding reports, and donor information using nonprofit CRM systems (e.g., Salesforce or Bloomerang). Oversees office management tasks such as scheduling, document preparation, budget tracking, and managing communications with various stakeholders. May be required to participate in and/or facilitate training to support departmental or City initiatives and requirements. May be required to work alternate hours as necessary for the efficient operation of the department. Position is designated as Mission Critical. Associate degree from an accredited college or university. Three years of experience working in a 501(c)(3) nonprofit organization, including experience in program development, community outreach, or office administration. An equivalent combination of education, training, and experience that provides the knowledge, skills, abilities, and other competencies necessary for success in the target position may be considered.
SPECIAL REQUIREMENTS
Must possess and maintain a valid driver's license. Must possess and maintain a valid telephone number. One year of grant writing experience with a proven track record of securing funding is preferred. May be required to work alternate hours, including evenings or weekends, to ensure the efficient operation of the department. May be required to pass an elevated background check provided by the City of Lakeland Police Department upon hire.
KNOWLEDGE
Nonprofit management principles, including compliance with 501(c)(3) regulations, donor cultivation, and IRS reporting requirements. SKILLS Strong office management and budgeting skills, including proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and nonprofit CRM systems (e.g., Salesforce, Bloomerang). Excellent verbal and written communication skills, including the ability to draft grant proposals, prepare reports, and collaborate with diverse community members.
ABILITIES
Highly organized, with the ability to manage multiple projects, meet deadlines, and maintain meticulous records. Engage with various community and ethnic groups, promoting the Police Athletic League's mission through partnerships and outreach. Handle multiple priorities simultaneously while maintaining focus on organizational objectives. Research, draft, and submit grant proposals to foundations, corporations, and government entities. Strong familiarity with grant research databases and reporting requirements. Handle sensitive information with discretion and integrity.
WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS
Physically active work that involves walking or standing most of the time, exerting up to 25 pounds of force regularly, and routine keyboard operations. Exposure to environmental hazards, adverse weather conditions, and interaction with diverse community members. Normal visual acuity, hearing, and speaking abilities. Applicants for the position of Police - Community Resources Coordinator are required to submit a copy of ALL required documents with the employment application. Elements of the selection process Our system allows you to work on your application and save the application without submitting it. This is done to allow you to save your work and come back to finish the application without having to start over. Your application is not considered "complete" until it is thoroughly filled out, without missing information, and ALL required documents are received by Civil Service. If you submit your application and do not "complete" it before the closing of the job posting, your application will be rejected from the system and you will have to start the application process over. The application

be accepted or reviewed until it is "complete". After submission of the completed application (including ALL required documents) the application will be accepted, and qualifying applicants will be invited to test. The test will consist of Microsoft Excel knowledge test based on the necessary skills for the position. Once testing is complete, the hiring authority will evaluate candidates based on their overall education, and/or experience to determine the most suitable applicants for interview. If selected to move to the next phase, the applicant will attend an interview. The interview process will consist of a structured, panel interview, rated by subject-matter experts using the Community Resources Coordinator Competency Model. The panel will consist of at least three LPD staff members. A thorough background Investigation will be completed on all candidates prior to employment. If selected to move forward, you will be invited to complete a biographical interview, conducted by a member of the G.S.S. staff. The biographical interview will consist of a full comprehensive review of the application submitted to confirm accuracy of the information provided. Applicants that are selected to continue in the process will be given information and instructions for the submission of a Personal History Questionnaire, which will be required to move forward in the process. Applicants that are selected for employment will be given a conditional offer of employment. The job offer is contingent upon the successful completion and approval of a Truth Verification Examination (i.e. Polygraph or Computer Voice Stress Analysis (CVSA), psychological fitness examination, medical examination, drug screen testing and completed background investigation. A thorough background Investigation will be completed on all candidates prior to employment. The applicant will receive written notice either by mail or electronic mail at each phase of the selection process advising them that they were selected to move forward in the process or that they were not selected. It is the responsibility of the applicant to ensure that the e-mail address provided on the application is correct and to provide any updated information to Civil Service during the application process. Once a decision has been reached to offer the applicant employment OR that the applicant will not be offered employment, applicants will be notified within 30 days. The intent of the Lakeland Police Department's Personnel Services Section is that the selection process, from the date of the exam until the applicant is advised of a decision regarding employment, will not extend beyond 180 days. When the applicant is selected for employment and all elements of the selection process have been passed, the applicant will begin the in house training and familiarization of the positional duties. The new employee will be on probationary status until their one year probationary period is successfully completed. Reapplication Reapplication, retesting, and re-evaluation of applicants not hired is permitted after six months as long as nothing in the application history indicates an unfitness for employment. Conditions that qualify as unfitness for employment include revelations of unacceptable drug use, criminal records, or other factors discovered during the selection process. Background Investigation A background investigation of each candidate for all positions is conducted prior to appointment to probationary status. The background investigation may include, but is not limited to: a. verification of qualifying credentials b. a review of any criminal record c. a review of applicants driving record d. fingerprint check e. warrants check f. records check g. verification of at least three personal references h. a review of prior employment/military history i. a review of applicants employment and academy files j. review of social site/internet information Be advised that sensitive or confidential aspects of the applicant's personal lives may be explored. Psychological Fitness Examination An emotional stability and psychological fitness examination of candidate receiving a conditional offer of employment is conducted and assessed by a qualified professional prior to appointment to probationary status. Truth Verification Examination A computer voice stress analysis (CVSA) or polygraph examination of all candidates receiving a conditional offer of employment is conducted and assessed by a qualified professional prior to appointment to probationary status. Candidates are provided with a list of areas from which the truth verification examination questions will be drawn prior to the examination. The results of a truth verification examination shall not be used as a single determinant of employment status. Drug Screen A drug screen of all candidates receiving a conditional offer of employment is conducted and assessed by a qualified professional prior to appointment to probationary status. The drug screen tests for recent usage of controlled substances, either illegal or prescribed substances. Prohibited substances are defined by departmental directives and are available to candidates who have questions concerning prohibited drug usage.
