$67,701.42 - $90,988.81/annually General Description and Classification Standards Manages the administration of all grants within a specific department(s) to ensure proper accounting and in accordance with Federal Office of Management, Budget Circulars and other federal and state laws. Tracks financial results of each federal and state grant within each budget. This is full-time supervisory work over a complex work group. Group may be professional, technical, or administrative in makeup. Positions at this level would typically lead a unit that has a unique or distinctive function; or lead a group with highly technical or sensitive responsibilities. Supervision Received The Grant Services Compliance Manager reports to the Director of the Office of Entitlement and Competitive Compliance. Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all-inclusive. May perform other duties as assigned. Demonstrates substantial understanding of the job requirements and applies knowledge and skills to various tasks. Leads and manages all Office of Entitlement and Competitive Compliance Leads. Leads the CAPER creation process and submission. Manages AAP creation, submission, and revision process. Assist with the City's HUD monitoring and readiness. Assist with responses to HUD monitoring. Creates NOFA documentation and leads NOFA process; liaises with Neighborly Software and manages all internal and external Neighborly training. Oversees submission of the department's monthly, quarterly, and annual reporting. Oversees all internal and external reporting training. Oversee and maintain HMIS, DRGR, and IDIS reporting systems, including the performance of regular data quality checks within HMIS. Partners with Fiscal and Programs to clear IDIS flags. Serves as DCA point of contact for HMIS and SAGE requests, schedules HMIS TA sessions with agencies, and follows up. Manages NSP reconciliation and closeout process. Manages ad-hoc financial analysis and reporting as director and commissioner-level staff require. Engages with HUD training and stays abreast of all federal regulatory and policy changes. Stays abreast and managed all departmental deadlines throughout the creation of the annual calendar. Completes goal setting with staff annually and performance reviews quarterly per COA policy. Attends and participates in interdisciplinary meetings. Assist with staff training and development. Manage SOP updates. Position will perform other duties as assigned. Knowledge, Skills & Abilities This is a partial listing of the necessary knowledge, skills, and abilities to perform the job successfully. It is not an exhaustive list. Preference will be given to candidates that can demonstrate a strong familiarity and experience with State and Federal regulations regarding grant programs, including HOPWA, CDBG, HOME, ESG, Section 8 Moderate Rehab. Knowledge of federal grant guidelines. Knowledge of HUD entitlement grants, municipal administration, and functions. Knowledge of government programs and funding that is derived from a variety of sources that include federal, state, and local allocations. Excellent verbal communication, interpersonal, and relationship-building skills to effectively work with various stakeholders. High energy and a passion for service and the city's strategic direction, particularly in serving the City's most vulnerable communities. High emotional intelligence. Highly industrious with a strong work ethic and sense of urgency for action. Integrity and humility that encourages and inspires constituents, a strong sense of judgment. Minimum Education and Experience Requirements Bachelor's degree in a related field Relevant experience in Government entitlement programs, Mortgage underwriting, Loan servicing and intake, Credit counseling and Banking Federal program management A degree may be substituted with equivalent relevant work experience in Federal program management, Mortgage underwriting, Loan servicing and intake, Credit counseling, Banking and National program management. Preferred Education and Experience Master's degree in a related field Minimum of three (3) years of direct experience in: Federal grants management related to:

Section 8 Moderate Rehab Underwriting Fiscal management Supervisory experience preferred Key Performance Measures Number of contracts monitored and sampled (related to assigned programs) Number of outstanding monitoring findings Number of unresolved complaints Number of training sessions conducted for staff and service providers Number of program policies, guides, and manuals created or updated Number of contract templates created or updated Training and Development Expectations Department policies and processes Program-specific curricula (based on assigned programs)
