Job Description

SUMMARY:
Performs high-level professional work related to grant seeking, grant administration, and coordinating grant management activities on behalf of the Department of Public Works.
Primary duties to include:
Conduct research and identify grant funding opportunities from public, private, Federal, State, and local sources; Develop recommended policies, procedures, and systems for the effective administration of grants ensuring compliance and effective internal controls; Review grant expenditures for compliance with applicable regulations; Monitor grant fiscal records for compliance with grant contracts; Review and prepare required grant reports/content and submit as required within those documents, including preparing varying content for reporting to/for agencies, including political bodies and stakeholders internal and external to the City, along with internal Department reporting needs to facilitate metrics, grant requirements and overall related performance; Collect data for the review and preparation of reimbursement requests to grant funding agencies; Monitor timelines/progress of grant requirements and communicate extension requests and other information to granting/intermediate agencies. Position will coordinate/collaborate with respective Department Engineering Division, Operations Division, Administrative Division staffs, consultants, and across inter-city departments regarding grant opportunities associated with the Community Investment Plan and operational needs withing the Department of Public Works.
MINIMUM REQUIREMENTS
Bachelor's degree from an accredited four-year college or university in Public Administration, Finance, Business Administration, Accounting, or related field. Considerable (2 - 4 years) responsible experience in research, finance, or public administration, including experience in grant administration, grant management, grant coordination, obtaining funding for grants projects and programs, and grant writing.
IMPORTANT ATTRIBUTES
Knowledge of grant application processes, grants administration, and grant regulation and principles, proper business English, grammar, spelling and punctuation, file management and organization, and effective research and statistical methods; and technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization. Skill in researching funding sources and application procedures, in providing and following oral and written instructions, and in establishing and maintaining effective working relationships, and communicating with all levels of staff. Ability to effectively communicate verbally and in writing, to perform duties with minimal supervision, develop and cultivate productive relationship and work well with others and in a group; to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents; apply fundamental concepts of theories, work with advanced mathematical operations methods, and functions of real and complex variables; and write editorials, journals, speeches, manuals, or critiques.
