POSITION SUMMARY
The Manager is responsible for overseeing Malden's Housing Rehab program, which is a federally funded program that provides financial assistance to improve substandard housing for income-eligible residents. Reporting to the Deputy Director for Housing and Community Development, the Manager works closely with the Rehab Specialist and Outreach Specialist to ensure the program is administered effectively and in compliance with federal regulations.
ESSENTIAL JOB
FUNCTIONS and DUTIES:
Oversee program budgets, policies and procedures, and overall program performance in collaboration with the Deputy Director. Oversee the Rehab Specialist and consultants as they conduct inspections, draft work write-ups, and develop cost estimates. Prepare bid documents, conduct contractor walkthroughs, and review and award bids consistent with state and federal procurement rules. Support the Rehab Specialist to ensure that work performed by contractors complies with project specifications. Assist the Outreach Specialist in reviewing rehab applications. Oversee contract signings and loan closings, which are led by the Outreach Specialist. Ensure consistent communication with property owners and contractors. Complete HUD Environmental Reviews and comply with Uniform Relocation Act. Maintain current knowledge of federal rules and adjust program policies as necessary. Maintain organized and accurate program files consistent with program requirements. Complete required federal reports, including quarterly reports. Review and process contractor payment requests and other program expenses. Assist the Senior Accountant and others with drawdowns, budgeting, and other financial tasks. Review outreach materials developed by the Outreach Specialist. Attend relevant training and conferences. Perform other duties as assigned.
QUALIFICATIONS
Education/Experience:
Bachelor's degree in relevant field, or equivalent work experience. Three (3) years' experience in public administration, program/project management, community development, construction, code compliance, real estate, property management, a related field, or equivalent advanced education is preferred. Skills, Knowledge, & Abilities Licensed Construction Supervisor and Lead Paint Inspector/Risk Assessor required, or licenses must obtain them within six (6) months of employment. Proven experience managing complex programs or projects. Ability to communicate effectively with property owners, tenants, contractors, consultants, colleagues, and the public. Exceptional interpersonal skills, including culturally competent communication and willingness to learn from and work with people from all backgrounds. Ability to track and report data and file regular reports. Knowledge of or willingness to learn basic housing finance principles, HUD rules and regulations, and other relevant state and federal requirements. Knowledge of or willingness to learn technical skills related to housing rehabilitation, code inspections, and lead hazard control. Experience working with federal programs like the Community Development Block Grant (CDBG), Lead Hazard Control (LHC), and Healthy Homes Production (HHP) grants, or similar state and local programs, is a plus. Digital proficiency, including Microsoft Office, and willingness to learn new software. Multilingual skills desired.
