Job Description
Provide strategic leadership, oversight, and accountability for the planning, implementation, compliance, and evaluation of federally and state-funded programs designed to support students in high-need schools and communities. Ensure that grant-funded initiatives are aligned to district priorities, instructional improvement, equity goals, and federal and state requirements. Oversee major funding streams including Title I, Part A; McKinney-Vento Homeless Education; Concentration of Poverty Grant; School Improvement Grants (SIG/CSI/ATSI/TSI); and federal block grants , ensuring effective use of resources to improve student outcomes while maintaining full compliance with Federal Cost Principles, Uniform Grant Guidance, Education Department General Administrative Regulations (EDGAR), and state regulations. Provide leadership and support to schools in the planning, coordination, and administration of educational options and instructional technology services including magnet programs, online learning, and career and technology education programs.
Education, Training, and Experience:
Graduation from an accredited college or university with a minimum of a master's degree in educational leadership, administration, or a related field. Five years of leadership experience, preferably in K-12 education, in grant development, administration, evaluation or related area. Experience analyzing data to support and promote student achievement. Five years' experience working with federal and/or state grants with evidence of successful grant reporting and effectiveness.Licenses and Certificates:
Possession of a Maryland Educator Advanced Professional Certificate with an Administrator II or Supervisors of Instruction, Assistant Principals, and Principal endorsement. OR Possession of, or eligibility for, a Maryland Educator Advanced Professional License and Administrator II or Supervisors of Instruction, Assistant Principals, and Principal.Knowledge, Skills, and Abilities:
Knowledge and application of statistical and research data in support of educational programs and grant funding. Knowledge of public school administration, organization, and curriculum development. Knowledge of and skill in the use of database, Internet, spreadsheet, word processing, and related applications. Knowledge of and skill in data analysis. Skill in supervision. Communication skills. Ability to provide valued organizational leadership and management. Ability to identify program needs and develop plans to meet those needs. Ability to implement, administer, evaluate, and modify programs. Ability to analyze data to evaluate programs and school performance. Ability to develop effective working relationships with staff, parents, public officials, and community organizations. The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, travel to sites throughout the county, and occasional limited physical activities.CONDITIONS OF EMPLOYMENT

All people employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US. If you have military experience, you will be asked to provide a copy of DD214. Official transcripts will be required upon hire and must be sent via e-script/clearinghouse from your university. Serve as a key advisor to senior leadership on equity-driven funding decisions, grant sustainability, and program effectiveness. Lead long-range planning to maximize the impact of federal and state Blueprint Concentration of Poverty funds across schools and central offices. Ensure full compliance with all applicable federal and state Blueprint for Maryland's Future statutes and regulations, including Every Student Succeeds Act (ESSA), EDGAR, Uniform Grant Guidance, and state-specific requirements. Provides vision and leadership for the Magnet, Online Learning, and Career & Technology Education programs. Oversees the research and evaluation of emerging technologies and software applications. Oversee grant application development, amendments, budgets, and reporting for all assigned funding streams. Establish and monitor internal controls, fiscal oversight procedures, and documentation standards to ensure audit readiness and allowable use of funds. Collaborate with finance, procurement, and human resources to ensure accurate budgeting, time-and-effort reporting, and proper allocation of grant-funded positions. Provide oversight and accountability for the implementation of Title I schoolwide and targeted assistance programs, homeless education services under McKinney-Vento, interventions in school improvement (CSI/ATSI/TSI) schools and potential future federal block grants. Provide oversight and accountability for the implementation of the Concentration of Poverty Grant wraparound services and supports. Ensure programs are implemented with fidelity and are responsive to student and school needs, particularly in high-poverty and underperforming schools. Lead monitoring processes, including desk reviews, site visits, and corrective action planning. Use multiple data sources to evaluate program effectiveness and guide continuous improvement. Build staff capacity through professional learning focused on grant compliance, instructional alignment, and effective use of funds. Foster a culture of accountability, collaboration, and continuous improvement across program teams. Serve as the district liaison with the state education agency and other external partners related to federal and state grant programs. Support meaningful stakeholder engagement, including school leaders, families, and community partners, particularly as required under Title I and McKinney-Vento. Communicate clearly and effectively with district leadership, principals, and program staff regarding funding requirements, expectations, and outcomes.
