Position Title:
Program Manager
  • (26141301) The Department of Natural Resources & Conservation (DNRC) is seeking a motivated Program Manager to oversee the Renewable Resource Grant and Loan program.
Work Unit Overview:
The Conservation and Resource Development Division (CARDD) at DNRC is responsible for providing technical and financial assistance to local governments, state agencies and private citizens for conservation, development, protection and management of the state's natural resources. The Resource Development Bureau (RDB) administers several grants and loan programs and aids local governments to fund renewable resource projects statewide. The grant and loan programs administered by the Bureau total over $340 million in bond authority and over $10 million in grants each biennium.
Job Overview:
This position is responsible for the overall development, management, and supervision of the Renewable Resource Grant and Loan Program including grant and loan programs, technical assistance for local governments, and coordination of grant and loan management policies and procedures across the Division. This position provides operational management, direction, budget oversight, and resource allocation for a multifaceted program serving local governments and other client groups, and performs operational management functions at least 70 percent of the time. Essential Functions (Major Duties or Responsibilities): These job functions are the essential duties of the position and are not all-inclusive of all the duties that may be assigned to the incumbent. Program Administration Direct and Manage Program operations. including recruiting, hiring, training, work assignment, performance management, employee development, and discipline of staff. Program Development and Implementation Develop, oversee, and maintain the Program's biennial budget with the Division Administrator, Deputy Administrator/Financial Manager and other Program Managers. Agency and Legislative Relations Represent the Program and division to federal, state, and local government as well as stakeholders and the public.

Minimum Qualifications A Master's degree in public or business administration, finance, economics, public relations, political science or a natural resource management field. Minimum experience required is five years of dedicated job experience in government administration, grant and loan administration or natural resource management.
