Job Description:
The Nebraska Department of Water, Energy, and Environment (DWEE) is seeking a Federal Aid Administrator for our team. The successful candidate would develop, prepare, review, and apply for grant applications, agreements, and contracts for the agency. m. Flexible schedule and 10-hour workdays allowed after six-month probation with management approval.
Job Duties:
Apply for Federal grants for the agency. Track and organize contracts. Coordinate the Performance Partnership Grant, which is a multi-program grant that funds many of the positions and activities throughout the DWEE. Apply for all Federal grant funds for DWEE and work closely with the programs to ensure we remain in compliance with Federal requirements. Ensure timely submittal of grant applications and grant reports. Responsible for all contracting for the DWEE. Ensure that all programs are following procurement guidelines and that contracts contain required State and Federal conditions. Review agreements and work with the programs at DWEE to develop and carry out the agreements. Work with programs to keep contracts from expiring before work is completed and make sure payment is properly completed. Develop budgets and grant applications calculating personnel and indirect amounts for the SF424 forms. Work with other states in EPA Region 7 for developing and promoting the uses and flexibility of the PPG options. Provide training, grant guidance, and help with EPA rules and regulations and new policies for grants, and ensure they follow procurement and contracting regulations. Review Federal statutes, OMB circulars, statute changes, regulations assistance regulations, and grant policies. Ability to work in designated time frames for duties and assignments.
Requirements/ Qualifications:
Minimum Qualifications:
Bachelor's degree in grants management, business administration, public administration, accounting, budgeting, OR related fiscal field, and four years experience in grant management, contract administration, accounting, budgeting, OR other fiscal related areas of work. Additional years of experience in the area listed may substitute for the required education, on a year-for-year basis.
Preferred Qualifications:
Prior participation in a team environment, skilled with business math, flexible and adaptable, problem solving, and can manage multiple priorities. Experience with grant applications and management. Experience with self-development, customer service, advanced Excel, and process improvement.

KNOWLEDGE, SKILLS & ABILITIES
Knowledge of:
the principles and practices of grant agreements and contract concepts and procedures; accounting systems; the methods of filing and maintaining records; Microsoft Word; Microsoft Excel; database management; federal and State laws and regulations applicable to grant agreement and contract operations.
Skill in:
mathematical methods and/or formulas to compare, analyze and present data; compiling data from multiple sources into a single, comprehensive document or report; Excel.
Ability to:
apply the principles of grant applications and contract management; learn and apply the principles and concepts of specific agency programs, policies and operating details of grants; prepare a budget; design reports and statements; compute and compile financial data involving the use of addition, subtraction, multiplication, division, percentages and fractions; manage funds and provide recommendations; analyze data and draw conclusions; organize and present facts and opinions so others will understand; effectively communicate both in writing and verbally; to communicate with all customers with varying levels of expertise; to actively listen, understand and convey accurate information to all customers.
