MINIMUM QUALIFICATIONS REQUIRED
High school diploma or equivalent required; associate's degree or coursework in public administration, accounting, planning, or related field preferred. Minimum of four (4) years of progressively responsible administrative, financial, bookkeeping, or grant-support experience. Must be able to manage work independently and work effectively with a wide variety of staff, federal and City officials, outside agencies, vendors, auditors and the public.
Licenses and Certifications:
Must have an Oklahoma Driver's License and satisfactory driving record. Must obtain City of Norman Cash Handlers Certificate within six (6) months of the probationary period.
Knowledge:
Administrative practices, including operation of standard office equipment and proficiency in Windows and Microsoft Office software. Communication skills, both verbal and written and basic accounting, organization, and prioritizing tasks.
Skills:
Strong skills in writing, reading, listening and speaking. Possess well-developed, decision-making skills, attention to detail with a high level of accuracy and a high level of interpersonal skills to handle sensitive and confidential client and employee information and situations. Possess excellent time management skills and the ability to work with minimum supervision. Ability to multi-task and remain calm in demanding and unpredictable situations and to maintain a professional, customer service-oriented attitude at all times.
MAJOR RESPONSIBILITIES AND DUTIES
Ability to understand and communicate program & federal guidelines, policies, and regulations to clients, contractors, city officials, and citizens. Assist in the administration of the Housing Rehabilitation Program including application submission, income verification, technical assistance, and contracts. Maintain and reconcile multi-year grant accounts within the City's financial system and HUD's Integrated Disbursement and Information System (IDIS). Maintain confidential financial, client, and program records, process payments, and assist in preparation of the annual program budget and financial reports. In addition, to providing administrative support to the Historical District Commission, this position provides staff support to the CDBG Policy Committee, Neighborhood Alliance Contract, and Social & Voluntary Services Commission, which includes preparing meeting agendas, posting notices, preparing minutes, providing reports, and attending evening meetings. Responsibilities also include monitoring expenditures and financial compliance of grant-funded outside agencies. Compile data and assist with performance and accomplishment reporting within HUD's management system. Coordinate and manage the processing flow of applications for Historic District Commission review. Responsibilities include receipt and assignment of applications, preparation of meeting agendas, issuance of required notices to surrounding properties and applicants, meeting preparation and attendance, and preparation of detailed meeting minutes. Processes related financial transactions and maintains documentation using CityView, Munis, and MuniCode Systems. Must be able to maintain confidentiality with information regarding the recipients of CDBG and HOME Assistance. Maintain division webpages and assist with public engagement tools as directed. Regular attendance at meetings, including evening City Council, Commission, Committee, or Community meetings. Performs other duties as required.
Working Conditions:
Majority of work is in a normal office environment where there are minimal physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like. On occasion, there will be in-home appointments with the Housing Rehabilitation clients for execution of program documentation. Mental/visual effort required due to sustained periods of concentration, working under pressure of deadlines, and continual interruptions in concentration. Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lb.) approximately 5-10% of work time.
