Agency Dept of Health and Human Services Division Child Development Job Classification Title Human Services Program Supervisor I (NS) Position Number 65043294 Grade NC16 About Us The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. Description of Work The North Carolina Department of Health and Human Services (NCDHHS) is responsible for ensuring the health, safety, and wellbeing of all North Carolinians. NCDHHS manages the delivery of health and human related services for all North Carolinians, especially our most vulnerable citizens - children, elderly, disabled and low-income families. The Department works closely with health care professionals, community leaders and advocacy groups; local, state and federal entities; and many other stakeholders to make this happen. The NC Division of Child Development and Early Education (DCDEE) is a division of the NC DHHS. The mission of DCDEE is to ensure the health and safety of children in early childhood education settings, to promote quality child care by implementing evidenced-based standards and to increase access to quality child care to families and children across North Carolina. The primary purpose of this time-limited position is to provide overall project management for DCDEE's administration of federally-awarded disaster relief supplemental funds intended to support licensed child care facilities with disaster recovery. This position must have working knowledge of the early childhood education system in NC that includes the Division and numerous stakeholders who deliver services to children and families. The position will interact and collaborate with the Division, internal staff, external stakeholders, community partners and child care operators in the implementation of the federally allowable activities of the supplemental disaster funding award and associated consumer education engagement.
Allowable activities include several categories:
construction, major renovation, or alterations; materials, supplies, furnishings, vehicles, and equipment; mental health consultation or services, quality improvement activities; and other activities that build child care supply in impacted areas. In addition, this position will manage a team of four consultants that will implement grant related activities.Knowledge Skills and Abilities/Management Preferences Salary Range:

- Ability to collect and analyze data and information to support program planning, evaluation and quality assurance.
- Ability to communicate effectively in oral and/or written form, including design and presentation of training.
- Ability to establish and maintain effective working relationships with other state agencies, providers of services, advocacy groups and other organizations
- Ability to coordinate and support the work and activities of program or project team members
- Knowledge of the needs of the populations served, program or project objectives and standards, and structure and operations of agencies and service providers and delivery of services
