Federal and State Programs This position is federally funded and is contingent upon the availability of grant funds. Continued employment is subject to annual funding, program requirements, and district needs. Primary Purpose Provide overall leadership, management, implementation, and compliance oversight for the 21st Century Community Learning Centers (21st CCLC) program. Ensure grant goals are met through high-quality academic enrichment, family engagement, student support services, community partnerships, fiscal management, and program evaluation. Qualifications Master's degree preferred. Valid Texas educator certification preferred. Minimum three years of program management experience. Experience managing federally funded programs preferred. Knowledge of 21st CCLC requirements and grant compliance. Fluent bilingual in English and Spanish (preferred) Special Knowledge/Skills Able to effectively model instructional techniques and behavior management methods Strong communication and organizational skills in written and oral forms Proficient computer (PCs and/or MACs) and electronic application, including desktop and file management, word processing, and spreadsheet skills Essential Duties and Responsibilities Program Management Lead implementation of all grant requirements and performance measures. Develop annual program goals, objectives, and action plans. Monitor program effectiveness and ensure continuous improvement. Coordinate services across all participating campuses. Ensure alignment with district goals and state/federal regulations. Fiscal Management Develop and monitor grant budgets. Ensure expenditures are allowable, reasonable, and necessary. Oversee purchasing and procurement processes. Maintain financial records and documentation for audits and monitoring visits. Compliance and Reporting Ensure compliance with all federal, state, and local requirements. Prepare and submit required grant reports and performance data. Coordinate grant evaluations and data collection. Maintain records required for monitoring and auditing purposes. Personnel Management Supervise Family Engagement Specialist and Campus Leads. Coordinate hiring, training, and evaluation of program staff. Facilitate professional development opportunities. Community Partnerships Establish and maintain partnerships with community organizations. Coordinate services and resources that support students and families. Promote sustainability of program initiatives. Supervisory Responsibilities Supervise Campus Leads Supervise Program Specialist (clerical) Working Conditions
