Yes Location CountyAlbany Street AddressNYS Department of Transportation - OIMS/Freight & Passenger Rail Bureau 50 Wolf Rd CityAlbany StateNY Zip Code12232 Job Specifics Duties DescriptionUnder the direct supervision of an Intermodal Transportation Specialist 2, the selected candidate will perform a variety of tasks associated with the management of the Department's intercity passenger rail programs, including but not limited to:
  • Tabulate and analyze operational and financial data related to Amtrak intercity passenger rail services, including but not limited to ridership, on-time performance, costs, and revenues;
  • Develop and prepare weekly, monthly, quarterly, and annual reports;
  • Assist in the review of invoices; and
  • Prepare and process contracts, reimbursements, and bureau transactions within the Statewide Financial System (SFS).
Perform quality assurance inspections of service quality, equipment, and facility conditions as needed Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations. Minimum QualificationsTo be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
Non-Competitive Qualifications:
Six years of experience directly administering, implementing, developing, or managing various types of modal or intermodal services, facilities, or operations as follows: development, administration, or evaluation of federal, state, or local technical assistance, management assistance, or financial assistance programs, including USDOT grants, related to modal or intermodal services; policy development or evaluation of federal, state, or local government programs, regulations, or legislation affecting modal or intermodal services; development or management of modal, intermodal, or economic development/industrial access capital programs or projects directly related to modal services (highway capital programs are not qualifying); planning, marketing, management, or operation of modal or intermodal transportation systems and services; or direct responsibility for the development, implementation, or management of comprehensive safety programs for modal or intermodal transportation facilities and services.
Substitutions:
An associate degree can substitute for two years of specialized experience; a bachelor's degree can substitute for four years of experience; a master's degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience. NY HELPS
Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under
NY HELPS
will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an
NY HELPS
title, employees may take part in any promotion examination for which they are qualified.
