") Pay to be based on experience and can be paid as an employee or 1099 Contractor Position Summary The Project Quality Manager is responsible for developing, implementing, and maintaining the Project Quality Management System (PQMS) throughout all phases of project execution including engineering, procurement, construction, pre-commissioning, commissioning, and project turnover. The position ensures compliance with project specifications, contract requirements, applicable codes and standards, client requirements, regulatory requirements, and company quality procedures. The Project Quality Manager serves as the primary point of contact for all quality-related matters between the Owner, EPCM team, engineering disciplines, suppliers, fabricators, contractors, inspectors, and commissioning personnel. The role is focused on delivering a defect-free project while promoting a culture of quality, continuous improvement, and right-first-time execution. Key Responsibilities Quality Management System Develop, implement, and maintain the Project Quality Management Plan. Establish project quality objectives, metrics, and reporting requirements. Ensure compliance with company Quality Management Systems and
ISO 9001
principles. Develop project-specific quality procedures, inspection requirements, and audit schedules. Lead project quality reviews and management assessments. Engineering Quality Coordinate quality requirements during engineering and design development. Verify design deliverables comply with contractual requirements, specifications, codes, standards, and applicable regulations. Support design reviews, constructability reviews, HAZOP reviews, and interdisciplinary coordination reviews. Monitor engineering change management processes. Ensure proper document control and revision management practices are followed. Procurement and Supplier Quality Establish supplier quality requirements and inspection plans. Participate in vendor qualification and supplier evaluations. Review vendor Quality Plans, Inspection and Test Plans (ITPs), Manufacturing Record Books (MRBs), and inspection procedures. Coordinate source inspections and factory acceptance testing (FAT). Monitor supplier non-conformance resolution and corrective actions. Support expediting and procurement teams to ensure quality requirements are incorporated into purchase orders. Construction Quality Develop and implement site quality surveillance and inspection programs. Review and approve contractor Quality Management Plans. Verify contractor compliance with project specifications and approved procedures. Manage inspection and test activities across civil, structural, mechanical, piping, electrical, and instrumentation disciplines. Ensure required inspections, testing, and documentation are completed and properly recorded. Coordinate third-party inspections and testing agencies. Non-Conformance Management Manage project Non-Conformance Reports (NCRs). Lead root cause investigations. Track corrective and preventive actions through closure. Monitor quality trends and recurring issues. Recommend process improvements to reduce rework and defects. Audits and Assessments Plan and execute internal quality audits. Coordinate client, regulatory, and third-party audits. Verify effectiveness of corrective actions. Maintain audit records and quality performance metrics. Turnover and Commissioning Support Coordinate quality requirements for system completions and turnover. Ensure construction records are complete and available for turnover. Support development of turnover packages and commissioning dossiers. Verify punch list management processes. Assist commissioning teams in achieving mechanical completion and ready-for-startup milestones. Reporting Develop and maintain project quality dashboards and KPI reporting.

Qualifications Education Bachelor's Degree in Engineering, Construction Management, Quality Management, or related technical discipline. Equivalent industry experience may be considered. Experience Minimum 10 years quality management experience. Minimum 5 years supporting EPCM, mining, mineral processing, heavy industrial, or large infrastructure projects. Experience with projects exceeding $100 million preferred. Experience supporting engineering, procurement, construction, commissioning, and turnover phases.
