Job Description
Summary of Responsibilities Serves as the Chief Executive Officer and is responsible for managing the affairs of the organization under the general oversight of the Association's Board of Directors. Association Administration/Board Support
- Oversee all programs and staff.
- Ensure compliance with all grant and sub-award agreements.
- Manage/distribute agendas, attend meetings, and provide support to the Board of Directors, recommending policy/financial changes as appropriate.
- Ensure the Board is kept fully informed on the activities, operations, and financial condition of the Association.
- Execute and implement Board decisions.
- Responsible for the day-to-day operation of the Association, providing oversight and guidance to all programs and staff.
- Maintain current status of Association business licenses (state, borough, and city), state corporate reporting (Biennial Report), federal SAM.gov registration, and Charitable Organization registration.
- Travel as needed to effectively perform the duties of the position. Financial Management
- Responsible for financial management of the Association and, in coordination with the Board of Directors, ensure fiscal integrity is maintained.
- Develop, present to the Board, implement, and routinely monitor the annual budget.
- Review and approve all Association expenditures.
- Ensure compliance with all federal, state, borough, and city laws regarding grant funds/NRWA subawards, including 2 CFR Part 200 (Cost Principles and Audit Requirements for Federal Awards) and IRS 501(c)(3) status.
- Monthly analysis of financial statements and overall position of the Association.
- Responsible for ensuring completion of the annual audit, any federal submission requirements, the annual NRWA submission requirement, and all tax filings.
- Serve as Fiduciary of ARWA's

plan.- Work with an outside bookkeeper/tax accountant to oversee payment of bills, deposits, preparing financial statements, processing payroll, preparing/submitting company IRS 990/tax forms (including W-2s, 1099s, etc.), various payroll tax submissions, etc.; prepare checks (or pay online) for bill payments as needed to facilitate timely payments. Human Resources
- Responsible for all personnel functions, including recruiting, hiring, assessments, promotions, and terminations in accordance with federal and state laws, and ARWA policy.
- Responsible for personnel policy development, implementation, and maintenance in accordance with state and federal labor laws, including, but not limited to, EEO, ADA, FMLA, ERISA, OSHA, FLSA, Worker's Compensation, etc., to minimize Association liability exposure.
- Establish, with Board approval, Association wage/salary structure, pay policies, and benefits, recommending changes as needed.
- Review/approve staff NRWA program logs monthly. Legislative/Lobbying
- Develop and cultivate relationships with Congressional delegates and their staff, as well as with other state and federal agencies as appropriate.
- Attend annual NRWA Rally in Washington, D.C. with designated National Representative to lobby for NRWA federal initiatives.
- Develop Annual Report for Congressional delegate offices, including reaching out to ARWA members for support letters.
- Work with NRWA lobbyists and staff as needed and requested to further federal program success. Technology Management
- Responsible for maintaining and troubleshooting ARWA computer software and hardware systems, website, telephone system, and other systems or equipment as needed, utilizing appropriate outside sources when necessary.
- Define and implement IT policies.
- Manage IT security and compliance. Marketing/Public Relations/Member Services/Conference
- Develop and maintain relationships and collaborations with NRWA program managers and staff, partner organizations, federal/state agencies, and other state Association executives.
- Oversee and assist staff with all aspects of the ARWA Annual Training Conference, including host hotel selection/negotiations, food and beverage management, logistics, etc.
- Working with the Board, ensure membership services are robust and responsive to meet the variety of needs of the members within ARWA's resource limitations; evaluate and monitor programs to ensure they continue meeting the needs of members.
- Serve as Editor of all publications, print and electronic, which includes reviewing, correcting (grammar, word choice, tone, syntax), condensing, verifying factual accuracy, copyright checks, formatting, etc. Skills/Qualifications
- Bachelor's degree preferred, with 5+ years of management experience in the utility industry (water/wastewater), governmental administration, or nonprofit sector.
- Understanding of and experience in the nonprofit 501(c)(3) sector, particularly with membership organizations.
- Broad knowledge of labor laws, compensation, organizational planning, organization development, employee relations, safety, and employee training/development.
- Experience working with a volunteer board of directors.
- Financial management, including the ability to analyze and interpret financial statements, budget development/management, and grant management experience.
- Willingness and ability to travel nationally to meet NRWA requirements (In-Service, WaterPro, Executive Director's meeting, etc.).
- Broad knowledge and mastery of computer systems, including hardware and software (Microsoft Office Suite, etc.) and various online systems.
- Knowledge of state and federal laws that pertain to finance and accounting.
- Experience working with auditing, bookkeeping, law, tax, and insurance firms.
- Exceptional communication skills, both orally and in writing.
- Ability to think strategically and critically, synthesize complex issues and information, and manage change.
- Ability to multitask and oversee many initiatives at once.
- Exceptional organizational skills.
