THE OPPORTUNITY
The Senior Management Analyst in the Public Works Department, specifically within the Maintenance and Operations Division, plays a key role in managing complex projects and providing high-level analytical support across financial, legislative, and operational areas. This position is responsible for conducting in-depth research and analysis, managing contracts, and contributing to the development of innovative policies aligned with citywide goals and priorities. Working collaboratively across departments, the Senior Management Analyst supports budget planning, strategic initiatives, policy development, legislative review, contract administration, and performance improvement efforts. This position will provide analytical, operational, and administrative support to the Public Works Department, aligned with citywide goals and priorities. Support executive-level initiatives, ensure the integrity of internal processes, and contribute to effective governance through policy development, legislative analysis, strategic planning, and detailed project management.

IDEAL CANDIDATE
Our ideal candidate for the Senior Management Analyst position will be a skilled professional with extensive experience in administrative, organizational, financial, and operational analysis. The individual will possess strong problem-solving skills and be adept at applying a range of analytical methods to reach clear, fact-based conclusions and actionable recommendations. This role requires a demonstrated ability to plan, coordinate, and execute complex studies across multiple areas, including management, budgeting, facilities, and legislative analysis, to support Citywide or department-specific objectives. As a Senior Management Analyst, you will be responsible for conducting in-depth research, analyzing diverse datasets, and preparing comprehensive reports and recommendations for management. The ideal candidate will have a proven track record of managing large, complex projects, including budget preparation and oversight, contract administration, and legislative analysis. You should be comfortable working independently and making decisions based on sound judgment within established guidelines. In addition to your expertise in management and financial analysis, we seek a candidate who excels in oral and written communication and can effectively engage with key stakeholders, including department leaders, local legislators, consultants, and the public.
MINIMUM AND DESIRABLE QUALIFICATIONS A
bachelor's degree in finance or a closely related field; OR, equivalent related work experience; AND A minimum of five (5) years of progressively responsible professional experience performing administrative, operations, budgetary, and similar analyses. Experience in a governmental agency is preferred.

THE SELECTION PROCESS

Recruitment Process:
Human Resources (HR) reviews all application materials to determine whether candidates meet the established minimum and preferred qualifications after the position closes. Video Appraisal Interview Applicants may complete a self-guided video interview by recording responses to a series of structured questions. Technical Interview:
Selected applicants will be invited to participate in a structured technical interview designed to evaluate job-related knowledge, problem-solving abilities, and proficiency in key competencies required for the position. Candidates will respond to a series of standardized questions, and their performance will be assessed using predetermined evaluation criteria to ensure a fair and consistent appraisal process. Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.
Eligible List:
Once the appraisal is complete, HR will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
