SUMMARY:
This position supports the Senior Vice President, Chief Safety Officer and oversees all safety related activities and initiatives critical to Rail, Bus, Light Rail and Access Link Operations.
ROLES & RESPONSIBILITIES
: Oversees the development and implementation of Rail, Bus, Light Rail and Access Link Operations system-wide, Rail System Safety Program (SSP), Public Transportation Agency Safety Plan (PTASP), and the NY State Public Transportation Safety Board (NYSPTSB) System Safety Program Plan (SSPP) to mitigate employees, customers, and the general public safety risk to ensure compliance with regulatory, operational and/or contractual requirements. Ensures compliance with the Light Rail State Safety Oversight Agency (SSOA), Federal Railroad Administration (FRA), Federal Transit Administration (FTA), Federal Motor Carrier Safety Administration (FMCSA) and Public Employee Occupational Safety & Health (PEOSH) regulations. Oversee the management of detailed investigations of derailments, collisions, employee/trespass/pedestrian/contractor incidents and near-miss incidents as required. Oversees the management of incident reporting process of safety related Rail, Bus and Light Rail Operations activities and identifies root causes and trends and provides recommendations to prevent or reduce NJ TRANSIT's exposure to rail accidents and/or near miss incidents. Oversees the coordination of all safety related investigations with outside properties and/or regulatory agencies including: National Transportation Safety Board (NTSB), Federal Railroad Administration (FRA), NJ, NY, PA Department of Transportation (DOT), Occupational Safety and Health Administration (OSHA) and the New Jersey Public Employees Occupational Health Administration (PEOSH). Oversees the response of "On Call" Duty Officers and responds to criteria events on a 24/7/365 basis. Oversee the interface with NJ TRANSIT's Emergency Operations Center (EOC) as required. Assists with in-depth analysis of system-wide Operations, employee & organizational development relative to new equipment technology and operational integration through the configuration management process. Oversee the development and implementation of system-wide Operations employee safety and health programs. Serves as one of NJ TRANSIT's liaisons and/or representatives on safety issues to various state and federal agencies/commissions. Assists in the direction of comprehensive inspections and audits of safety compliance programs to ensure adherence with FRA, FTA, New Jersey Department of Transportation (NJDOT), SSOA, applicable International Organization for Standardization (ISO) and contractual requirements. Supports the performance and development of written safety and environmental surveys, assessments, and reports. Assist in the oversight of environmental and safety activities for NJ TRANSIT's operating systems. Ensures the coordination field safety inspections to verify conformance with applicable regulatory safety requirements. Management and development of staff through the provision of career development, training, continuing education, mentoring and guidance. Plans, approves, and monitors budgets, expenditures, and purchases to ensure fiscal responsibility and maximization of fiscal resources. Collaborates with other departments to ensure that the safety function of

receives adequate support to maintain a safe and reliable transportation system. Coordinates with regional transit systems and agencies to address public transportation safety concerns. Completes all safety related projects as assigned by the Sr. Vice President & Chief Safety Officer.

EDUCATION, EXPERIENCE & QUALIFICATIONS
: Bachelor's Degree in safety, engineering, physical or social sciences, public administration, occupational or industrial safety, construction management, or similar field of study, or equivalent, and twelve (12) years of progressively responsible, broad-based management experience in transportation, system safety, with increasing responsibilities for multi-faceted direction and planning.
KNOWLEDGE & SKILLS
A thorough knowledge of management skills; technique; safety concepts and procedures; excellent communication leadership, organizational, analytical, and interpersonal skills are required. Knowledge of applicable regulatory safety requirements is desirable.
