The selected candidate will apply advanced analytical methods to improve business processes, information systems, requirements development, organizational alignment, and acquisition program execution across
AFPEO/EB.
This position supports high-visibility and mission-critical efforts involving DoDAF and JCIDS products, digital modeling, systems integration, Agile software execution, manpower analysis, and strategic decision support. The selected candidate must be able to work independently, exercise sound judgment, and develop authoritative recommendations for complex program and organizational challenges. Why Work with us? Responsibilities include:
Perform needs analysis and consult with customers to identify opportunities and requirements for new or improved business process and information system solutions. Recommend functional and systems requirements, specifications, scope, and objectives; conduct business process reengineering, feasibility studies, trade-off analyses, business cases, cost estimates, and implementation planning. Integrate systems components, including procedures, databases, and policies, and support rigorous application of information security and cybersecurity principles and practices to the systems analysis process. Develop organizational analyses, benchmarking, communications plans, and decision-support products; facilitate organizational off-sites, brainstorming sessions, and structured decision-making activities. Lead strategic alignment exercises across Integrated Product Teams (IPTs) and enterprises, and use manpower and task-to-manpower modeling tools to conduct what-if analyses and produce reports supporting manpower assessment, process flow, planning, and optimization. Support implementation and execution of Agile software development in coordination with Government organizations, weapon system prime contractors, and suppliers. Develop Net-Ready Key Performance Parameter (NR-KPP) documentation, Information Support Plans (ISPs), Information Assurance Support Plans (IASPs), Program Protection Plans (PPPs), and DoDAF 2.2 or later architecture views; provide training on DoDAF policy, processes, procedures, and tools. Support JCIDS and requirements activities, including Capability Based Assessments (CBAs), Initial Capabilities Documents (ICDs), Capability Development Documents (CDDs), Capability Production Documents (CPDs), requirements traceability, and digital modeling using tools such as DOORS, Cameo/SysML, Confluence, Jira, or equivalent suites. Provide acquisition program management support in areas including rapid response and delivery, source selection, configuration management, program communication and reporting, schedule and risk management, contract support, technical data management, enterprise integration, developmental planning, and FMS case management. Other duties as assigned.
Qualifications/ Technical Experience Requirements:
Must be a US citizen Active Secret clearance required. Bachelor's degree in a relevant discipline plus 15 years of relevant experience; OR Master's degree in a relevant discipline plus 10 years of relevant experience; OR PhD in a relevant discipline plus 5 years of relevant experience. Demonstrated senior-level ability to independently analyze complex, high-visibility or mission-critical program and organizational problems and provide authoritative recommendations. Experience supporting Department of Defense acquisition program management, business or systems analysis, business process improvement, organizational analysis, or related activities. Experience developing or supporting DoDAF, JCIDS, CBA, ICD, CDD, CPD, NR-KPP, ISP, IASP, PPP, or related requirements and architecture products. Experience with digital modeling, requirements traceability, organizational/manpower analysis, and collaboration tools such as Cameo/SysML, DOORS, Confluence, Jira, or equivalent tools; Agile execution experience is desired. Strong written and verbal communication, facilitation, analytical, organizational, and problem-solving skills, with the ability to work effectively across multidisciplinary Government and contractor teams.
