Exempt, subject to final classification review Position Summary The Director of Operations and Compliance provides executive oversight of the daily operations, administrative systems, regulatory compliance, workforce performance, financial controls, and organizational development of Simply Serene Detox & Recovery Center. This position is responsible for building and maintaining the operational infrastructure necessary to deliver safe, efficient, compliant, and financially sustainable detoxification services. The Director works closely with ownership, the Administrator, Medical Director, Clinical Director, Director of Nursing, Operations Manager, billing and credentialing teams, and other department leaders. The Director ensures that operational practices align with applicable federal and Arizona requirements, accreditation standards, payer contracts, organizational policies, and ethical business practices. This is primarily an administrative and operational leadership position. The Director does not provide clinical services or override decisions assigned to licensed medical, nursing, or clinical professionals. Essential Duties and ResponsibilitiesExecutive and Operational Leadership Direct the facility's daily administrative and operational functions. Translate ownership priorities into measurable operational plans, timelines, and staff assignments. Establish clear workflows, reporting relationships, performance expectations, and accountability systems. Coordinate activities across admissions, nursing, clinical services, case management, billing, human resources, facilities, and information technology. Conduct leadership and operational meetings and document assigned action items. Monitor organizational risks, barriers, staffing needs, and operational performance. Develop corrective strategies when performance falls below established expectations. Maintain effective communication between ownership, leadership, employees, vendors, and community partners. Support facility growth without compromising client safety, compliance, service quality, or financial stability. Serve as an organizational contact during operational emergencies and significant incidents. Regulatory Compliance Develop, implement, review, and maintain the facility's compliance program. Monitor compliance with applicable requirements, including: Arizona Department of Health Services requirements Federal and state confidentiality requirements HIPAA privacy and security standards 42 CFR Part 2 requirements Accreditation standards Workplace safety requirements Payer contracts and billing requirements Background-check and personnel-file requirements Facility policies and procedures Maintain a compliance calendar for licenses, certifications, inspections, policy reviews, training, contracts, and renewal deadlines. Ensure required licenses, certifications, postings, records, and documentation remain current. Coordinate internal compliance reviews, mock surveys, tracer activities, and readiness assessments. Organize records requested during inspections, surveys, audits, and payer reviews. Develop and monitor corrective action plans following identified deficiencies. Escalate suspected violations or material compliance risks to the Administrator, ownership, legal counsel, or appropriate licensed leader. Monitor changes in regulations, accreditation standards, and payer requirements. Ensure employees can report compliance concerns without intimidation or retaliation. Maintain appropriate documentation of investigations and corrective actions. Policies and Procedures Coordinate the development, approval, distribution, and scheduled review of organizational policies. Maintain a controlled master policy library with current approval and revision dates. Ensure operational practices match written policies and procedures. Work with licensed leaders when policies involve medical, nursing, or clinical practice. Communicate policy changes to affected employees. Track employee acknowledgment of required policies. Remove outdated forms, instructions, and policy versions from active use. Quality Assurance and Performance Improvement Coordinate the facility's quality-management and performance-improvement activities. Collect and analyze operational and compliance data.Monitor performance indicators such as:
Census and occupancy Admissions and referral conversions Referral-response times Average length of stay Discharge outcomes Unplanned discharges Readmissions Incident trends Documentation completion Client grievances Medication or safety events Staffing and overtime Claims, denials, and collections Employee training completion Present performance reports and recommendations to ownership and leadership. Identify patterns, root causes, and opportunities for improvement. Assign improvement actions and monitor them through completion. Support client-satisfaction surveys and grievance-resolution processes. Promote a culture of transparency, accountability, learning, and continuous improvement. Incident and Risk Management Ensure incidents, grievances, privacy concerns, injuries, safety events, and complaints are reported promptly. Coordinate administrative investigations within the Director's authority. Preserve relevant documentation and maintain investigation confidentiality. Ensure required internal and external notifications are completed by the appropriate responsible party. Track incidents for patterns, recurring risks, and corrective-action opportunities. Collaborate with clinical and medical leadership when an incident involves patient care or professional practice. Coordinate risk-reduction strategies and monitor their effectiveness. Notify ownership promptly of significant regulatory, legal, safety, financial, or reputational risks. Maintain emergency-preparedness and business-continuity procedures. Human Resources and Workforce Oversight Coordinate recruiting, onboarding, orientation, training, supervision, and performance-management systems. Verify that employees meet position qualifications before beginning assigned duties. Ensure personnel files contain required applications, screenings, credentials, certifications, evaluations, and acknowledgments. Maintain systems for tracking license, certification, CPR, First Aid, fingerprint-clearance, and training expiration dates. Coordinate staff schedules and workforce coverage with department leadership. Monitor attendance, punctuality, call-offs, timekeeping, overtime, and payroll-related exceptions. Ensure employees receive required initial and annual training. Support fair and consistent coaching, corrective action, and performance evaluations. Promote respectful communication, teamwork, professional boundaries, and ethical conduct. Coordinate with legal or human-resources professionals when handling significant employment matters. Financial and Revenue-Cycle Oversight Assist ownership with annual budgets, payroll projections, revenue forecasts, cash-flow planning, and expense controls. Review census, billable days, reimbursement assumptions, payroll, vendor expenses, and operating costs. Monitor budget performance and explain significant variances. Coordinate with billing and credentialing personnel to support accurate and timely claims. Monitor payer enrollment, contracts, authorizations, denials, accounts receivable, and collection trends. Ensure services are not billed without appropriate documentation or authorization. Review payroll information for operational accuracy before final approval by the authorized party. Evaluate vendor pricing and recommend cost-effective purchasing decisions. Help establish appropriate approval controls for purchases, contracts, reimbursements, and payroll changes. Protect organizational resources and immediately report suspected fraud, waste, abuse, or financial misconduct. Admissions and Client-Flow Oversight Monitor admissions availability, referral response, bed utilization, and intake efficiency. Ensure admissions staff use approved screening, documentation, insurance-verification, and communication procedures. Coordinate operational barriers affecting admission, transportation, placement, or discharge. Ensure clinical acceptance and medical-clearance decisions are made by properly authorized professionals. Support effective transitions between admissions, nursing, clinical services, case management, and billing. Maintain professional relationships with hospitals, treatment programs, probation departments, community organizations, and other referral sources. Monitor referral outcomes and identify opportunities to strengthen community partnerships. Information Systems and Privacy Oversee administrative use of the electronic medical record, company email, shared drives, payroll systems, training platforms, and communication systems. Coordinate role-based access and timely removal of access when employees separate or change positions. Maintain appropriate administrative, technical, and physical safeguards for confidential information. Ensure staff use approved systems when communicating protected health information. Coordinate response to suspected privacy breaches, unauthorized access, data loss, or cybersecurity incidents. Work with information-technology vendors to resolve access, security, and system-performance concerns. Ensure records are retained and disposed of according to applicable requirements and organizational policy. Facility and Vendor Management Oversee building access, safety systems, supplies, equipment, maintenance, and vendor relationships. Coordinate inspections, repairs, service agreements, and preventive maintenance. Ensure restricted areas, medications, client records, keys, and access credentials remain secure. Maintain emergency contacts and vendor records. Review vendor performance, pricing, contract terms, insurance, and confidentiality obligations. Support environmental safety rounds and timely correction of identified hazards. Ensure the facility remains clean, professional, functional, and prepared for clients and visitors. Scope and Professional Boundaries The Director of Operations and Compliance provides administrative and operational oversight. Unless separately licensed and formally assigned clinical responsibilities, the Director may not: Diagnose a medical, psychiatric, or substance-use disorder Conduct clinical assessments outside their credentials Provide psychotherapy or medical treatment Prescribe, administer, or modify medications Independently approve or deny a client for clinical admission Direct licensed professionals to act outside professional standards Alter clinical documentation without authorization Override the professional judgment of the Medical Director, Director of Nursing, Clinical Director, or treating provider Concerns involving medical care, nursing practice, clinical appropriateness, withdrawal management, medication, or client safety must be immediately referred to the properly licensed leader. Required Qualifications Bachelor's degree in healthcare administration, business administration, behavioral health, human services, compliance, or a related field; equivalent relevant leadership experience may be considered. At least three years of progressive operational leadership experience in healthcare, behavioral health, substance-use treatment, or a closely related environment. Working knowledge of healthcare compliance, confidentiality, personnel documentation, quality management, and operational controls. Experience developing policies, workflows, reports, training systems, and corrective action plans. Demonstrated ability to lead multidisciplinary teams and manage competing priorities. Strong written communication, documentation, presentation, and problem-solving skills. Proficiency with electronic medical records, spreadsheets, payroll systems, shared-document platforms, and business technology. Ability to maintain confidentiality and exercise sound judgment. Ability to pass all required background checks. Valid Arizona Fingerprint Clearance Card, if required. Current CPR and First Aid certification, or ability to obtain certification within the required timeframe. Preferred Qualifications Master's degree in healthcare administration, business, public health, behavioral health, or a related discipline. Five or more years of operational leadership experience in a detoxification, residential treatment, hospital, or behavioral-health setting. Experience with Arizona behavioral-health licensing requirements. Experience with Joint Commission or another recognized accrediting organization. Professional certification in healthcare compliance, quality management, risk management, or healthcare administration. Experience with Medicaid managed-care organizations, commercial insurers, utilization review, billing, and credentialing. Experience opening, expanding, or restructuring a healthcare program. Familiarity with Ritten, Gusto, Google Workspace, Relias, and comparable operational systems. The Director is expected to maintain a regular leadership schedule while remaining reasonably available for urgent operational, compliance, staffing, safety, and facility matters that may arise outside normal business hours. This role may require occasional evening, overnight, weekend, holiday, or on-call availability. Regular on-site presence is required unless ownership approves a hybrid or consulting arrangement. Physical and Environmental Requirements Ability to sit, stand, walk, bend, and use standard office equipment. Ability to communicate effectively in person, by telephone, and electronically. Ability to lift and carry up to 25 pounds. Ability to move throughout the facility and participate in inspections and safety rounds. Ability to work in an environment where clients may experience withdrawal, emotional distress, or behavioral instability. Ability to respond calmly and promptly during urgent or emergency situations.
