Job Description

Kirkwood Meadows Public Utility District, California Operations Manager Lead Essential Utility Operations in a One-of-a-Kind Mountain Community Kirkwood Meadows Public Utility District is seeking a hands-on Operations Manager to oversee essential utility and community services in a unique mountain setting. This role leads daily and seasonal operations across electric, propane, water, wastewater, snow removal, parks, and employee housing while promoting safety, reliability, teamwork, and responsive public service. Plan, direct, and coordinate District operations, including electric, propane, water, wastewater, snow removal, parks, and employee housing. Ensure safe, compliant, and reliable service delivery consistent with District policies and applicable regulations. Supervise, train, schedule, and evaluate assigned staff while supporting a strong safety culture. Oversee operational planning, reporting, budgets, contractors, emergency response, and customer or agency coordination.
Work Schedule:
Typical schedule is 7am-3:30pm, 5 days a week. Days off may change due to seasonal demands or staffing needs. The ideal candidate would have proven leadership skills and the ability to self-direct with at least 10 years of experience in either water/wastewater or electric/propane utility operations. The successful candidate would be required to prioritize and lead capital and O&M projects for a public utility with an extremely small staff. The successful candidate must be comfortable working in extreme weather conditions and a dynamic work environment.
Education :
Bachelor's degree from an accredited College or University with major coursework in Business Administration, Engineering or Project Management. Experienc e : Six (6) years' experience in a management or supervisory capacity in a public agency. Or any combination equivalent to experience and education that could likely provide the desired knowledge and abilities.
Certificates, Licenses, Registrations :

CalPERS Retirement :
2% at 62 for new enrollees in the CalPERS Pepra Plan.
Health, Dental, Vision and EAP :
The District pays 100% Medical for employees and 80% for dependents and 100% for Dental, Vision, EAP, and AirMedCare for all eligible new hires.
Vacation :
All regular employees receive 10 vacation days per year, which increases after 5 years of employment.
Holidays :
5 Paid Holidays are provided: New Year's Day, Memorial Day, Labor Day, Thanksgiving, and Christmas Day. Floating Holidays - 5 Floating Holidays are provided.
Deferred Compensation :
The District offers a voluntary CalPERS Supplemental Income 457 Plan.
Wellbeing Benefit/Ski Pass :
KMPUD will annually reimburse full-time employees the annual price of a Kirkwood Only Ski Pass for wellbeing-related expenses. A Housing and Utility Reimbursement is available for critical employees who secure housing within three miles of the District offices.
