About Our District Boxelder Sanitation District is a local government agency (Special District) proudly serving portions of Fort Collins, Windsor, Severance, Timnath, and surrounding areas in Larimer and Weld Counties. With over 100 miles of sewer lines and an average of 1.94 million gallons of wastewater treated daily, we are committed to protecting public health and the environment through reliable, high-quality wastewater services. Boxelder Sanitation District is looking for a Wastewater Collection System Manager to join our team in beautiful Fort Collins, Colorado. We're a small but growing special district utility that believes meaningful work, strong teams, and work-life balance can all exist together. Position Overview This is a unique leadership opportunity for someone who enjoys developing people just as much as solving problems. You'll lead and support a close-knit team of 3-5 collection operators, helping them grow their skills, build their careers, and keep critical infrastructure running for our District. If you're looking for a role where no two days are the same, this might be it. This is not a desk-only management position — and it's not a fully outdoor role either. You'll split your time between leadership, planning, field operations, and hands-on problem solving, giving you the best of both worlds. Position Details The Wastewater Collection System Manager ensures high-quality maintenance and repair services through direct supervision of the District's daily collection system operations. This position serves as the leader of the collection system and is responsible for directing, planning, and coordinating the activities and expenditures to ensure that the work is performed according to appropriate guidelines, policies and regulations. This position will serve as the collection system Operator in Responsible Charge (ORC) and will ensure compliance with applicable local, state, and federal collection system standards. Responsibilities
  • Lead and manage the operations, maintenance, and staff of the District's wastewater collection system; supervise operators including performance management, scheduling, delegation, coaching, training, and conflict resolution.
  • Plan, prioritize, and direct daily operations and long-term maintenance activities to meet current system demands and future infrastructure needs.
  • Oversee and participate in collection system operations and maintenance, including jet cleaning, CCTV inspection, asset repair, and preventative maintenance, providing technical guidance and hands-on support as needed.
  • Ensure proper operation, inspection, maintenance, and repair of collection system infrastructure, including lift stations, force mains, alarms, emergency power systems, vehicles, and related equipment.
  • Serve as Operator in Responsible Charge (ORC) and ensure compliance with all applicable local, state, and federal regulations.
  • Develop, implement, and manage emergency response procedures; respond to emergency callouts and participate in on-call support as needed.
  • Coordinate with the District Manager, leadership team, wastewater treatment staff, engineering staff, customers, board members, and external partners regarding operational priorities, projects, and issues.
  • Oversee utility locates and conduct periodic inspections of easements, sewer lines, and access roads.
  • Utilize, evaluate, and implement technology and software to improve system record-keeping, operational efficiency, and project management.
  • Ensure compliance with safety programs and promote a culture of safe work practices; provide training and oversight for field safety.
  • Oversee department fleet management and ensure compliance with applicable DOT requirements.
  • Prepare and maintain reports, schedules, SOPs, and system records; support GIS updates and documentation accuracy.
  • Participate in management, staff, board, and professional meetings; contribute to strategic planning and stay current on regulatory and industry developments.
  • Develop, manage, and monitor the department budget.

The annual salary range for this position is $92,000 to $132,000 , commensurate with qualifications and experience. Job Qualifications Required Qualifications
  • High school diploma or GED
  • Colorado Collection System Operator Class 2 (or higher) certification, required to serve as ORC
  • Valid Colorado Class B Commercial Driver's license (CDL), or ability to obtain within six (6) months of hire
  • Combination of wastewater operations experience and progressively responsible supervisory or management experience sufficient to perform the duties of the position
  • Ability to read and interpret technical, safety, and construction-related materials, and to communicate effectively with employees, contractors, customers, and regulatory agencies
  • Ability to respond to emergencies within a 45-minute time frame Preferred Qualifications
  • Experience serving as Operator in Responsible Charge (ORC)
  • Experience with budgeting, capital projects, or development review
  • Demonstrated ability to balance strategic leadership with hands-on operational support Working Conditions This position involves both indoor and outdoor work, emergency response duties, exposure to wastewater utility conditions, and physical demands associated with collection system operations.
