Job Description

JOIN OUR TEAM AS A TRANSPORTATION OPERATIONS MANAGER!
Responsible for the management and leadership of all activities associated with the effective operations of a public transportation system serving the entire County, to include the municipalities. Reports to the Director of Public Transportation and leads Transportation Services Managers county-wide. Saturdays, Holidays, and non-traditional hours of duty may be required to meet operational needs. Provides direction and oversight for all Fixed Route and Paratransit services and Dispatch Call Center services provided by GoPasco, ensuring safe, reliable, professional transit service. Responsible for the planning, coordination, administration, supervision, and resource utilization for all GoPasco Fixed Route and Paratransit service and Dispatch Call Center activities. Provides direction and oversight of infrastructure and asset maintenance and repairs. Manages custodial teams responsible for cleaning and maintaining revenue and non-revenue vehicles, bus stops, shelters and terminals. Collaborates with Fleet Maintenance on revenue and non-revenue vehicle preventive maintenance and repairs. Responsible for recommendations for service enhancement, route changes, personnel requirements, equipment needs, safety and security planning, and other operationally related programs. Creates run cuts and shift schedules to ensure continuity of service to prevent gaps in service and service interruption. Manages the recruitment, hiring, and development of all operational positions to ensure GoPasco is prepared to help the community overcome their transportation barriers. Supervises and provides direction to all operational employees at all facilities. Ensures proper procedures are established and followed for the use, security, economy, and accountability of all equipment and materials utilized by GoPasco, in addition to fare box monetary collections. Responsible for ensuring that GoPasco complies with all Federal, State, and local laws, rules, regulations, and reporting requirements related to Fixed Route transit and Paratransit operations. Establishes and monitors Key Performance Indicators on all transit operations, then creates and executes action plans to overcome deficiencies. Ensures operational information is collected, tracked, and reported to the National Transit Database. Provides recommendations and proposals for annual budget, grant applications, and operational studies. Review's procedures, activities, resource allocation, service use, and other factors to ensure safe, cost-effective, efficient, transportation service is provided. Participates in regulatory inspections and remedies inspection findings related to transit operations. Manages emergency evacuation assignments issued by the Pasco County EOC. Assesses and evaluates operational effectiveness and personnel competence. Assists the Director of Public Transportation as assigned. Knowledge of the principles and practices of a multi-service public transportation system. Ability to research, analyze, assess, and effectively use relevant information in determining operational strategies. Knowledge of transportation planning and operational procedures. Knowledge of the laws, rules, and regulations governing public transportation. Ability and experience in leading and developing a large organization. Ability to perform value analysis. Ability to establish and maintain professional relationships with community leaders, public officials, and agency heads. Ability to effectively communicate verbally and in writing as a public agency representative. Knowledge and basic understanding of the principles and practices of bus maintenance and security.
PHYSICAL SKILLS
Ability to lift and/or move up to 40 pounds and also push or pull heavy objects. May use a handling device (dolly, cart, etc.) or work with another team member to lift and/or move excessively heavy objects. Ability to climb, bend, stoop, walk, and squat frequently. Ability to communicate effectively using verbal, written and visual communication.
EDUCATION, TRAINING AND EXPERIENCE
Graduation from an accredited college or university with a Bachelor's Degree in engineering, business or public administration or related field with five (5) years experience in direct management, operations and leadership of the public transportation required.
LICENSES, CERTIFICATIONS OR REGISTRATIONS
Must possess a valid Florida driver's license. Possession of a Florida Commercial Driver's License (CDL), Class "B" or higher required with a "P" endorsement preferred. All applicants must pass a urine test prior to employment. Future urine drug testing and alcohol breath testing will comply with the Pasco County Public Transportation Substance Abuse Policy.
