With the commander, the incumbent oversees the complex. numerous, and varied day-to-day worldwide execution of combat and airlift flying operations, operations support, and special operations under peacetime. contingency and wartime. The incumbent is authorized to make technical and executive decisions for the 15th OG Commander in all areas of functional responsibility; represents the group and the commander at meetings, conferences. official functions. and community events; and, when acting as the senior group official in the absence of the commander, possesses the same authority and prerogative as the commander, excluding UCMJ authority which is vested in military officers only. Exercises second level supervisory and managerial authorities.

Duties:

Plans, organizes, and oversees the activities of the 15th Operations Group Develops goals and objectives that integrate organization and 15th WG objectives. Exercises supervisory personnel management responsibilities. Represents the 15th OG with a variety of installation and functional area organizations. As 15th Operations Group senior civilian and operational subject matter expert, acts as sole process owner and source of continuity for all aviation-related installation support activities. Leads and/or participates ID special projects and initiatives and performs special assignments to include making periodic, comprehensive assessments and evaluation of program goals/objectives which provide a basis for long-range planning to enhance the organization's management support capabilities. Qualifications Conditions of Employment:

This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent of this position is subject to the possibility of a random drug test. Requires frequent presence on an operational Air Force flight line. Incumbent must be able or be capable of meeting requirements for unescorted flight line access and certification to operate a motor vehicle on the flight line. Position is designated as a key position. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301.

SPECIALIZED EXPERIENCE

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of flying operations, command center communications, intelligence procedures, aeromedical evacuation, and current operations which includes worldwide deployment of aircraft and personnel in the planning and execution of military operations. Knowledge of safety and security regulations, practices, and procedures. Knowledge of the capabilities, limitations, and techniques for employment of unit-assigned aircraft (F-22, C-17, C-37). Knowledge of and skill in the application of rated aviator expertise, as either a pilot or navigator.

POSITIONS

Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. Ability to communicate both orally and in writing. Knowledge of the capabilities, limitations, and techniques for employment of unit-assigned aircraft (F-22, C-17, C-37). Knowledge of and skill in the application of rated aviator expertise, as either a pilot or navigator.

Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
