The People Operations Manager is a high-ownership role on a lean, fast-moving People team. You will be the functional expert for multi-state employment compliance, HR systems integrity, data analytics, and the operational backbone of the employee lifecycle across our RI, MD, and NY sites. This is an onsite role based in Elkridge, MD with a five day workweek from Friday - Tuesday. What is Feast & Fettle? What you'll do: I. Compliance & Safety (30%) Manage all federal and multi-state HR compliance obligations (RI, MD, NY): posting requirements, EEO-1 filing, OSHA 300 log, wage and hour audit readiness Administer leave programs (FMLA, state leave, parental leave, workers' comp coordination) — intake, tracking, documentation, and employee communication
II. HRIS
& Systems (25%) Own HRIS configuration, data integrity, and reporting infrastructure — define data standards across sites (turnover definition, headcount methodology, etc.) Responsible for day-to-day administration of our HRIS (employee records, onboarding task sequences, worksite configuration, policy acknowledgments) Maintain SOP library and ensure named ownership of key processes III. People Analytics & Insights (25%) Lead people analytics and reporting, delivering insights that inform strategy and continuous improvement Build and maintain recurring dashboards: headcount, turnover, leave, compliance training completion, and people team KPIs IV. Process & Systems Improvement (20%) Identify and lead process improvements that increase clarity, efficiency, and scalability across People Operations systems and workflows Develop and maintain templates, checklists, and automations to support consistent execution of key processes Who you are: Someone who loves systems, processes, and data. You have 4-6 years of experience in People Operations, Compliance, Safety, or a related field with strong multi-state compliance knowledge. HRIS proficiency. Proven ability to design, implement, and scale systems or programs that improve team and business performance. Strong project management skills with the ability to manage multiple priorities in a fast-paced environment. Excellent interpersonal skills, with the ability to influence without authority and build trust across levels. Comfortable with data—able to interpret metrics and use insights to inform strategy and execution. A learning mindset and strong sense of ownership—you're always seeking ways to improve, learn, and contribute. Flexibility for monthly work travel between our worksites. Fluency in Spanish is a plus.
