Through services such as vocational counseling, job placement assistance, training and education, assistive technology, and support services, NMDVR aims to enhance the employability and independence of people with various disabilities. Tailoring its programs to meet individual needs, the agency is committed to facilitating competitive employment and fostering independence among its clientele. The position exists to ensure the effective and consistent operation of vocational rehabilitation services across multiple field offices. It provides leadership, oversight, and accountability for regional operations by managing budgets, monitoring contracts, supervising personnel, and ensuring compliance with state and federal requirements. The role serves as a critical link between agency leadership and frontline service delivery, translating policy into practice, addressing operational issues, and supporting staff so that participants receive timely, high quality services that lead to successful employment outcomes. This position reports directly to the unit Deputy Director of Client Services. How does it get done? The key responsibilities include providing administrative and operational oversight of multiple field offices; managing and monitoring regional budgets, contracts, and expenditures; supervising and evaluating program managers and staff; and ensuring compliance with state and federal laws, agency policies, and the Manual of Operating Procedures. The position is also responsible for analyzing service and demographic data to identify trends and needs, addressing participant complaints, supporting staff training and development, coordinating interagency initiatives, and representing the agency in statewide projects and federal requirements to ensure effective and consistent service delivery across the region. Primarily, it serves individuals with disabilities who rely on vocational rehabilitation services by ensuring programs are delivered consistently, timely, and in compliance with state and federal requirements. It also supports frontline staff and program managers by providing leadership, guidance, and operational oversight. In addition, the role serves agency leadership and oversight entities by ensuring fiscal accountability, policy compliance, and effective implementation of statewide initiatives that advance the mission of the New Mexico Division of Vocational Rehabilitation. Ideal Candidate The job is done for multiple stakeholders. Primarily, it serves individuals with disabilities who rely on vocational rehabilitation services by ensuring programs are delivered consistently, timely, and in compliance with state and federal requirements. It also supports frontline staff and program managers by providing leadership, guidance, and operational oversight. In addition, the role serves agency leadership and oversight entities by ensuring fiscal accountability, policy compliance, and effective implementation of statewide initiatives that advance the mission of the New Mexico Division of Vocational Rehabilitation. Minimum Qualification Bachelor's Degree in Social Work, Psychology, Guidance and Counseling, Education, Sociology, Criminal Justice, Criminology, or Family Studies/Services and eight (8) years of experience as a social work assistant and/or in social or community coordination, working with communities, working on health or social service related matters, social work/case management experience, health care, and/or behavioral health care, of which three (3) years must be supervisory experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. Employment Requirements Must be eligible for Level One K - 12 Rehabilitation Counselor License not later than two years after employment in this position. Must possess and maintain a valid Driver's License and possess, maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within Six (6) months of date of hire as a condition of continues employment. Regular travel is required within service territory, including occasional overnight travel. Working Conditions Computer, tablet and general office equipment, exposure to Visual/Video Display terminal and computer and telephone usage. Must operate a state vehicle occasionally locally, within the state and occasionally out of state. Regular travel is required within service territory, including occasional overnight travel.
