TERMS OF EMPLOYMENT
This position is scheduled for 190 work days plus 10 additional work days to support Preschool Promise compliance, reporting, enrollment, summer coverage, and annual program planning responsibilities.
SALARY:
Starting at $26.83 to $33.29 depending on experience.
POSITION SUMMARY
The Early Learning Coordinator is responsible for coordinating the implementation, compliance, quality improvement, enrollment systems, family engagement, assessment processes, and operational requirements of district early learning programs. The Coordinator serves as the district's primary operational lead for Preschool Promise implementation and works collaboratively with district administration to ensure compliance with Oregon Department of Early Learning and Care (DELC) requirements, licensing regulations, grant requirements, quality standards, and district policies. This position includes teaching responsibilities of approximately four hours per day in addition to coordination responsibilities. This position is funded through the Oregon Department of Early Learning and Care (DELC) Preschool Promise Grant and is contingent upon continued grant funding and program participation.
EARLY LEARNING COORDINATOR RESPONSIBILITIES
Coordinator responsibilities may include:
  • Serving as the primary operational coordinator for district early learning programs and Preschool Promise implementation.
  • Serving as the primary liaison with DELC, the Southern Oregon Early Learning Hub, Quality Improvement Specialists, licensing agencies, Early Intervention, Early Childhood Special Education, community partners, and other early learning stakeholders.
  • Monitoring compliance with Preschool Promise requirements, licensing regulations, grant requirements, quality standards, and district policies.
  • Developing and maintaining systems for tracking compliance deadlines, enrollment requirements, staff qualifications, child screenings, assessments, family engagement activities, and reporting requirements.
  • Completing and submitting required reports, reimbursement requests, enrollment reports, attendance reports, staffing reports, and compliance documentation.
  • Maintaining program records, documentation, and reporting systems necessary for audits, monitoring visits, licensing reviews, and grant compliance activities.
  • Coordinating preparation for licensing reviews, monitoring visits, quality assessments, and grant compliance reviews.
  • Ensuring compliance with required instructional days, instructional hours, staffing ratios, and Preschool Promise performance standards.
  • Providing recommendations to district administration regarding program operations, staffing needs, compliance requirements, enrollment trends, professional development priorities, and continuous improvement initiatives.
  • Coordinating continuous quality improvement efforts and supporting implementation of program goals and action plans.
ENROLLMENT, FAMILY ENGAGEMENT, AND STUDENT SUPPORT
Responsibilities may include:
  • Coordinating Preschool Promise recruitment, enrollment, referral, eligibility verification, and waitlist management processes.
  • Maintaining enrollment records, confidential student files, and required family documentation.
  • Ensuring timely communication and outreach to prospective and enrolled families.
  • Coordinating family orientation activities, family conferences, family engagement events, and kindergarten transition activities.
  • Overseeing developmental screenings and monitoring completion timelines.
  • Monitoring child assessment and progress-monitoring systems.
  • Coordinating referrals and communication with Early Intervention (EI), Early Childhood Special Education (ECSE), Infant and Early Childhood Mental Health (IECMH), and other support agencies.
  • Serving as a liaison among families, teachers, specialists, service providers, and district staff to support student success.
INSTRUCTIONAL QUALITY AND PROFESSIONAL SUPPORT
Responsibilities may include:
  • Coordinating implementation of high-quality early childhood practices across preschool classrooms.
  • Providing coaching, modeling, technical assistance, and feedback to support developmentally appropriate practices and classroom quality.
  • Supporting implementation of curriculum, assessment systems, quality improvement plans, and coaching recommendations.
  • Reviewing program data and assisting in identifying priorities for improvement.
  • Coordinating and supporting professional development activities, in-service training, and staff learning opportunities.
  • Monitoring staff qualifications, Oregon Registry requirements, certifications, and required training compliance.
FISCAL AND OPERATIONAL SUPPORT
Responsibilities may include:
  • Collaborating with district business office staff to monitor Preschool Promise expenditures, reimbursement requests, and fiscal documentation.
  • Maintaining records required for grant reimbursement, expenditure tracking, and fiscal compliance.
  • Reviewing purchases and expenditures for alignment with approved grant categories and allowable-use requirements.
  • Assisting with the development and implementation of operational procedures that support program effectiveness, accountability, and compliance.
GENERAL RESPONSIBILITIES
  • Demonstrating professionalism in all interactions with children, families, staff, community partners, and district personnel.
  • Maintaining confidentiality of student, family, personnel, and program information.
  • Attending required meetings, trainings, and professional development activities.
  • Maintaining all certifications and training requirements required by Preschool Promise, licensing regulations, and district expectations.
  • Performing other related duties as assigned.
SUPERVISORY RESPONSIBILITIES
All employees of Phoenix-Talent Schools are responsible for supervising students and assisting in maintaining a safe environment.
QUALIFICATIONS

MINIMUM QUALIFICATIONS
  • Oregon Registry Online (ORO) Step 9 or higher.
  • Associate Degree in Early Childhood Education, Child Development, Education, Human Services, Business Administration, Public Administration, or a related field; or an equivalent combination of education, specialized training, certifications, and progressively responsible experience in early childhood education, program coordination, family services, grant-funded programs, or related fields.
  • Minimum of five (5) years of progressively responsible experience in early childhood education, preschool program administration, family services, program compliance, grant management, quality improvement initiatives, or related fields.
  • Meets Oregon Preschool Promise Lead Teacher qualifications or has the ability to meet qualifications.
  • Demonstrated experience coordinating programs, maintaining compliance requirements, managing records and documentation systems, and collaborating with families and community agencies.
PREFERRED QUALIFICATIONS
  • Bachelor's Degree in Early Childhood Education, Education, Human Services, Public Administration, Business Administration, or a related field.
  • Experience administering Preschool Promise, Head Start, Relief Nursery, Early Intervention, or other publicly funded early learning programs.
  • Experience with grant compliance, licensing compliance, fiscal tracking, reporting systems, program monitoring, or quality improvement systems.
  • Experience providing coaching, mentoring, or technical assistance to staff.
PHYSICAL DEMANDS
Ability to hear and speak to exchange information; see to perform assigned duties; sit for extended periods of time; use hands and fingers to operate equipment; kneel, bend, reach, and lift light objects. Position requires frequent movement throughout classrooms and school facilities and may include assisting students with behavioral, instructional, and safety needs.
WORK ENVIRONMENT
Work is performed in classroom and office settings with moderate to loud noise levels. Employees may experience frequent movement throughout the workday and regular interaction with students, families, staff, and community partners.
