Headquartered in downtown Denver, Metrix is currently seeking a Director, Program Operations to lead a new, Baltimore-based program office administering the Maryland Child Care Scholarship (CCS) program for the Maryland State Department of Education (MSDE) — contingent upon contract award, with an anticipated start date of January 1, 2027. What You Will Do This position reports directly to the Vice President of Operations and will lead MetrixIQ's Baltimore-based CCS program office. The Director owns day-to-day contract performance across eligibility determination, provider payment administration, customer service, quality assurance, and reporting, and serves as MSDE's single point of accountability for program delivery. The Director directly oversees a team of Program Analysts and an Enrollment and Eligibility Manager, who in turn leads our Eligibility and Case Management Specialist teams. This is a highly visible leadership role: the person in this seat sets the tone for a program that Maryland families rely on to keep working and keep their children in quality care. This position is contingent upon MetrixIQ being awarded MSDE's Child Care Scholarship Customer Service and Administration contract, with an anticipated start date of January 1, 2027, pending contract execution and Notice to Proceed. Primary Responsibilities
  • Lead day-to-day operations of the CCS program, managing schedules, staffing plans, and budget and cost performance across every production unit.
  • Directly supervise a team of Program Analysts responsible for performance reporting, SLA tracking, and data-driven identification of operational risk.
  • Manage and mentor the Enrollment and Eligibility Manager, who oversees Eligibility and Case Management Specialist teams handling eligibility determinations, redeterminations, and interim changes.
  • Own the relationship with MSDE's Contract Monitor and Procurement Officer, serving as the primary point of contact for program performance, escalations, and reporting.
  • Build and lead the program's transition-in plan, including staffing, systems access, and knowledge transfer from the incumbent contractor.
  • Set and monitor performance against contractually required service levels, driving corrective action when a metric is at risk.
  • Partner with the Program Compliance and Review Manager and Technology Solutions Manager to ensure quality, security, and system performance standards are met.
  • Represent MetrixIQ in meetings with MSDE leadership, community stakeholders, and childcare providers across Maryland.
  • Recruit, hire, and develop a high-performing Baltimore-based team as the program scales.
Qualifications:
  • Bachelor's degree required; advanced degree in public administration, business, or a related field preferred.
  • At least 7 years of progressively responsible experience managing large-scale public benefits, human services, or government contract operations, including staff supervision through at least one layer of management.
  • Demonstrated experience with budget and cost analysis, staffing projections, and performance reporting to a government client.
  • Experience standing up or transitioning a new program or contract, ideally within a public-benefits or eligibility-determination environment.
  • Strong written and verbal communication skills; comfortable presenting performance data to government stakeholders.
  • Must be based in or willing to relocate to the Baltimore, MD area; this role requires an on-site/hybrid presence within the Baltimore region.
Preferred:
PMP certification.
    Preferred:
    Experience with Maryland state government contracting or the Child Care Scholarship / Child Care Subsidy program specifically.
      Preferred:
      Familiarity with CCATS, Salesforce Service Cloud, or comparable case-management/eligibility systems.
        Preferred:
        Experience in early childhood education or child care subsidy administration.

        Compensation:
        $110,000-$135,000 per year, depending on experience. Full-time; hybrid, based in Baltimore, MD 21201. This position is contingent upon MetrixIQ's award, with an anticipated start date of January 1, 2027.
