The Permitting Operations Manager plans, directs, manages, and oversees the daily operations of the front desk and activities of the Permit Technicians while providing general support services to the Development Services Department. This role reports to the Assistant Director of Development Services. This Manager will deliver technical support to department staff to identify, evaluate, and improve internal workflow processes using the office permitting software and internal procedures. Essential Job Responsibilities
- Supervises assigned staff and daily permitting intake operations by coordinating workloads, hiring, establishing performance expectations, ensuring timely and accurate service delivery, resolving operational issues, mentoring staff, evaluating performance, and recommending personnel actions.
- Provides advanced customer service by responding to routine and resolving complex inquiries through phone, email, and in-person interactions related to permitting processes, departmental procedures, and municipal regulations with internal and external stakeholders.
- Serves as a liaison between the department, contractors, developers, consultants, outside agencies, and the general public to support effective communication and issue resolution.
- Supports permit processing activities including application intake, payment processing, record updates, and customer assistance as needed.
- Provides technical support and maintenance of the application permitting software including system configuration, onboarding user setup, workflow maintenance, troubleshooting, testing, and system support.
- Compiles and prepares ad hoc permitting statistical reports to support tracking, quality assurance, and operational monitoring.
- Develops and maintains permitting procedures, training materials, forms, presentations, website content, department voicemail messaging, and informational resources for staff and public use.
- Monitors permitting, development review, and compliance activities to ensure applications, assignments, and records are processed accurately and within established timelines.
- Maintains accurate files and records and processes requests for building permits and public records in accordance with applicable regulations.
- Assists in division budget preparation, monitors and tracks expenditures and produces revenue and expenditure reports, as needed.
- Performs notary services for the public, city officials, and employees.
- May perform other duties as assigned. Experience and Training
- Associate's degree in public administration or related field.
- Five (5) years of administrative and/or office management experience.
- Two (2) years of supervisory experience or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Certification and License
- Valid state issued Drivers License.
- Permit Technician certification issued by the International Code Council (ICC), or ability to obtain within one (1) year of hire date.
- Certification as a Notary Public, or ability to obtain within six (6) months of hire date. Knowledge, Skills and Abilities
- Working knowledge of building, zoning, an d land use regulations including applicable International Code Council (ICC) codes and local permitting requirements.
- Understanding of planning and development processes including permit review procedures, construction terminology, blueprints, and site plans.
- Ability to read, interpret, and apply building plans, legal descriptions, municipal regulations, and departmental procedures.
- Proficiency in Microsoft Office applications, database systems, and permit tracking software utilized to support departmental operations.
- Familiarity with public records retention requirements, permit tracking software systems, and departmental operational procedures.
- Ability to provide professional customer service in person, by phone, and through electronic communication while responding to routine and complex inquiries.
- Strength in establishing and maintaining effective working relationships with internal and external stakeholders while working independently and collaboratively within a team environment.
- Ability to exercise independent judgment and discretion while handling sensitive information and resolving operational or customer service issues.
- Ability to accurately enter, maintain, and manage records, permits, applications, and related documentation with strong attention to detail.
- Ability to prioritize multiple assignments, manage competing deadlines, and maintain productivity in a high-volume work environment.
- Ability to communicate technical information clearly and effectively to contractors, architects, developers, staff, and the public.
- Strong problem-solving and conflict resolution practices with the ability to support operational efficiency and customer satisfaction.
