Job Description

The Director of Operations / Municipal Judge is a senior municipal position responsible for coordinating and overseeing key administrative and operational functions of the City of Comanche while separately performing the independent judicial duties of Municipal Judge. As Director of Operations, the position oversees the day-to-day administrative operations of City utility services and Municipal Court operations; coordinates closely with Public Works; assists with municipal budgeting, procurement, grants, regulatory compliance, and special projects; and serves as a liaison with state and federal agencies, utility providers, consultants, contractors, and other organizations. As Municipal Judge, the individual independently exercises the judicial authority of the City of Comanche Municipal Court in accordance with Texas law, applicable rules of procedure, City ordinances, and the Texas Code of Judicial Conduct. The position's administrative and judicial responsibilities are separate. Nothing within the Director of Operations reporting structure shall interfere with or direct the Municipal Judge's exercise of independent judicial authority. This position will remain open until filled.
Qualifications:
Essential Duties -
Director of Operations:
Oversee and coordinate the day-to-day administrative operations of City utility services and the administrative functions of Municipal Court. Work closely with the City Administrator, Public Works Department, and other City departments to coordinate municipal operations and services. Coordinate the transmission, tracking, and completion of Public Works work orders, and help ensure necessary equipment, materials, supplies, and outside services are available to support Public Works operations. Serve as a City liaison with governmental and regulatory agencies and other organizations, including the Texas Water Development Board (TWDB), Texas Commission on Environmental Quality (TCEQ), City water suppliers, and other local, state, and federal entities. Assist in identifying grant opportunities and coordinate grant applications, administration, documentation, reporting, procurement, compliance, and closeout requirements. Assist with administration of existing City grants and ensure required documentation and deadlines are coordinated with appropriate City departments, consultants, engineers, and funding agencies. Maintain working knowledge of Texas municipal purchasing and procurement requirements and assist the City in complying with applicable competitive bidding, purchasing, professional-services, and procurement requirements. Assist with preparing, administering, monitoring, and implementing the City's annual budget and departmental budgets. Assist with preparing and administering requests for qualifications, requests for proposals, bids, contracts, interlocal agreements, and other procurement-related matters. Prepare reports, correspondence, recommendations, Council agenda materials, project updates, and other administrative documents. Perform other administrative duties consistent with the responsibilities of the position and as lawfully assigned.
Municipal Judge Responsibilities:
Preside over matters within the jurisdiction of the City of Comanche Municipal Court. Conduct hearings, trials, and other judicial proceedings as authorized by law. Issue judgments, orders, warrants, and other judicial documents within the court's authority. Perform applicable magistrate duties authorized by Texas law. Ensure proceedings are conducted fairly, impartially, professionally, and in accordance with applicable law and judicial ethical requirements. Maintain the Municipal Court's independence and impartiality. Complete all judicial education, training, and continuing-education requirements applicable to Texas municipal judges.
