Qualifications:

Under the direction of the Director of Public Works, the Utility Superintendent oversees the daily operations of the City s water and wastewater systems. This role ensures regulatory compliance, system reliability, and efficient service delivery while managing staff, resources, and infrastructure planning.

ESSENTIAL DUTIES

Operations & Administration Manage daily operations of water and wastewater systems, including pump stations, wells, and distribution/collection infrastructure. Ensure compliance with all regulatory requirements and reporting standards. Oversee maintenance, repairs, and system improvements, including new development expansions. Develop and implement policies, procedures, and operational goals. Monitor performance, workflow, and budget expenditures; forecast resource needs. Maintain records and oversee SCADA system monitoring and response. Personnel Management Supervise, train, and evaluate staff; enforce performance standards. Coordinate hiring, onboarding, and disciplinary actions. Ensure employee certifications, training, and payroll accuracy. Equipment & Field Operations Oversee equipment procurement, maintenance, and safe operations. Inspect job sites and enforce safety and quality standards. Coordinate with vendors, contractors, and Fleet Services. Capital Projects & Infrastructure Support capital improvement planning and review engineering plans. Monitor system performance and ensure regulatory compliance. Assist with emergency response and infrastructure issue resolution. Public Relations & Coordinator Respond to public inquiries and service issues. Coordinate with departments, contractors, and regulatory agencies.

SUPERVISORY RESPONSIBILITIES

Utility staff and related personnel

NECESSARY KNOWLEDGE, SKILLS AND ABILITIES

Strong knowledge of utility systems, regulatory compliance, and SCADA operations Ability to lead staff, manage operations, and analyze system performance Effective communication, organization, and problem-solving skills Proficiency in standard business software

EDUCATION AND EXPERIENCE

High School Diploma or equivalent is required Five (5) years of municipal utility experience Supervisor experience preferred

REQUIRED CERTIFICATES AND LICENSES

Texas Class C driver license TCEQ Class C Groundwater License TCEQ Class II Wastewater Collection License (within 6 months)

ENVIRONMENTAL AND SAFETY FACTORS

Daily work is performed in indoor and in outdoor conditions which include extreme heat, extreme cold, and severe weather.

TOOLS AND EQUIPMENT USED

Shovel, hand tools, heavy equipment, back hoe, mower, weed eater, edger, and other outdoor maintenance equipment as needed.
