Open Until Filled Employment Opportunity The Storm Water Manager for the City of Orem is responsible for planning, organizing, and overseeing the daily operations, maintenance, and long-range planning of the city's storm water infrastructure and street sweeping program. This leadership role involves managing a technical and maintenance workforce including hiring, training, and resolving personnel issues. It also assists with budget administration and equipment procurement. A primary focus is ensuring strict compliance with city, state, and federal regulations, specifically Orem's UPDES Storm Water Permit, which includes overseeing the review and inspection of SWPPPs and LTSWMPs for development projects. Additionally, the manager acts as a community liaison to resolve public complaints, sometimes under stressful conditions, maintains accurate reporting, and must be physically capable of performing demanding field inspections, driving city vehicles safely, and responding to after-hours emergency calls. Qualifications A bachelor's degree in engineering, environmental science, construction management, or a related field is preferred. Requires four years of experience in stormwater construction, inspection, and maintenance, and at least three years of supervisory experience. Equivalent experience and training may be substituted for education. Candidates must possess comprehensive knowledge of stormwater management practices, UPDES Storm Water Permit requirements, and workplace safety regulations (OSHA, EPA, and
MUTCD/ATSSA
), with the ability to obtain UDOT Flagger, Traffic Control Technician, and various Incident Command (ICS) certifications within one year. Essential skills include strong leadership, budget and deadline management, computer proficiency, and effective communication for working with staff and the public. Applicants must have a valid Utah driver's license (CDL preferred), a proven track record of safe driving, and the analytical ability to effectively troubleshoot and resolve complex infrastructure maintenance and repair issues.
