Joining this dynamic team requires a progressive thinker who can lead a team of highly functioning professionals who are consistently motivated to serve internal and external customers and deliver effective solutions. This class aids the department Director, Deputy Chief Administrative Officer for Human Services, or the Chief Administrative Officer in setting the strategic direction and management oversight of all Financial and Administrative operations, to include: Budget; Financial Reporting; Accounts Payable and Receivable; Payroll; Grants; Procurement; Human Resources; Additionally, this position ensures implementation of Mayoral and City Council goals, policies, and performance expectations. The incumbent will oversee a major division and serve as a second level manager reporting directly to the Department Director. This position is essential to the department's operations and will play a critical role in planning, organizing and coordinating complex project activities related to delivering quality internal support functions to achieve success in the provision of services to our clients and other members of the Richmond community. The incumbent will make interpretive decisions on behalf of the organization regarding the means for executing the goals established by the Director, subject to available technology and resources. Supervise and provide oversight of the daily operations of the Finance and Administration Team Serving as a member of the department's Executive Team, provide organizational management and oversightManagement:
Oversee financial analysis and provide guidance / decision-making related to expenditures and revenue. Assist the Director in overseeing employee relations, including conflict resolution, operational performance management, and disciplinary processes. Engage with departmental leadership and the City Attorney's Office in contract managementSubject Matter Expertise:
Provide budget management, review and analysis and make recommendations to executive leadership Liaise with outside departments such as Mayor's Office, Office of the CAO, Human Resources, the City Attorney's Office, Department of Budget & Strategic Planning, Finance, and the Office of the DCAO for Human Services on matters relevant to areas of serviceLeadership & Strategic Vision:
Provide executive input, and operational oversight of all strategic planning, performance management, and process improvement efforts Qualifications, Special Certifications and LicensesKNOWLEDGE , SKILLS , AND ABILITIES

Extensive knowledge in strategic planning and operational performance management Extensive knowledge of best practices in human resources functions such as recruitment, employee relations, progressive discipline, and employee performance Ability to work independently or on a team, use sound judgement, and adapt to change. Ability to problem-solve, think critically, and lead with integrity and professionalism. Excellent oral and written communication skills.MINIMUM TRAINING AND EXPERIENCE
Bachelor's degree in business administration, public administration, or field directly related to assignment Ten years of progressively responsible related experience that includes significant management and supervisory experience An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification. Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; frequently finger; and occasionally climb, balance, stoop, kneel, crouch, reach, stand, walk, list, grasp, and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.Internal use:
