Overview Advanced Technologies and Laboratories (ATL), a Planned Systems International (PSI) company, is hiring for a Shift Operations Manager in Richland, WA. This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD). Essential Functions and Job Responsibilities The Shift Operations Manager (SOM) provides comprehensive leadership and oversight for the 222-S Laboratory Complex, ensuring safe, compliant, and effective operations on a 24/7 basis. The SOM directs and supervises the Operations Department's bargaining unit personnel, including Operations Chemical Technologists (CTs) and Stationary Operating Engineers (SOEs), setting clear expectations for safety, professionalism, and performance. The SOM coordinates maintenance and construction activities, proactively fosters a strong safety culture, and responds to incidents and emergencies in accordance with laboratory procedures and regulatory requirements. The SOM is responsible for administrative and operational support functions such as shift requirements and timecard management for Operations CTs and SOEs, serving as the central point-of-contact (POC) for operational communication and decision-making. The role requires maintaining proficiency and certifications in key positions, including SOM, Building Emergency Director (BED), Facility Operations Specialist (FOS), Field Work Supervisor (FWS), and Control Organization Authority (COA) to support the integrity and continuity of laboratory operations.
Under general supervision:
Maintain the plant with Technical and Environmental safety requirements. Responsible for command and control of the response to abnormal and emergency situations. Has the authority to evaluate and classify abnormal events/situations up to the level of General Emergency in accordance with approved DOE guidelines. Conduct shift-turnover meetings and shift briefings to communicate facility, equipment, and instrument status, changes in personnel, restricted access areas, alarm status, tank levels, occurrences, hazardous radiological conditions, and safety information to facility personnel. Has management authority to stop any work at 222-S that is not in compliance with safety, regulatory, DOE, and HLMI requirements. Implement Conduct of Operations (ConOps) principles and guidelines, holding everyone accountable to conduct business in a safe, compliant, and professional manner. Conduct shift-turnover meetings and shift briefings to communicate facility, equipment, and instrument status, changes in personnel, restricted access areas, alarm status, tank levels, occurrences, hazardous radiological conditions, and safety information to facility personnel. Maintain cognizance and awareness of work activities that have the ability to change configuration, conflict with Analytical Operations, or otherwise need integrating. Perform work package approvals to ensure documentation and operational requirements are met. Oversee the execution of waste tank transfers. Manage personnel issues for shift operations personnel and others during off-shift hours. Develop and review daily reports with Operations team and facilitate Plan of the Day meetings. Recommend policy changes and develop implementation plans, as necessary. May make formal presentations to management and teach classes. Ensure staff are trained and qualified for work activities. Eligible for backshift only under instruction (UI). Other duties as assigned. Minimum Requirements Bachelor's degree in related field and 8 years of related experience, or equivalent combination of education and/or experience. Desired Qualifications Knowledge of Microsoft Office, Adobe Acrobat, Enterprise Asset Management (EAM), and SmartPlant Foundation (SPF) Desktop. Previous experience managing Bargaining Unit employees. Nuclear facility experience. Operational experience with 222-S laboratory facility procedures and processes. SOM, BED, FOS, FWS, and COA qualifications. Compensation Grade 18: $109,013 - $137,538 The grade level offered to the selected candidate will be based on business needs and the candidate's education, training, and/or relevant experience.
