Job Description
Job Profile Summary Under general direction, this position provides professional, advanced, and highly specialized work planning and leading large and complex acquisition projects, contract management, and negotiations for a wide variety of goods or services in support of the College mission. Work requires a high level of procurement, negotiations, and contract management skills to assure best value goods and services are delivered to college units and a high level of stewardship and accountability are maintained for College expenditures. This position contributes to compliance with College policy, federal, state, and local laws and regulations. The highest degree of ethical standards is required. The Senior Director, Procurement Contracts develops, drafts, reviews, and negotiates all types of college formal competitive solicitations and contracts and works with internal departments and third parties to draft, negotiate, and approve agreements. The Senior Director, Procurement Contracts exercises professional managerial knowledge in area of assigned responsibility supporting collegewide initiatives, including, leading collegewide procurement and contracting initiatives; executing operational plans and negotiating collegewide and college departmental contracts and pricing for complex and high-risk acquisitions; leading change management efforts and implementation of new processes and best practices as these relate to areas of assigned responsibility; interprets Florida statute changes and recommends modifications to applicable policies, procedures, or processes; and assist in the reporting of all relevant activities.
Minimum Education:
Master's Degree required in Business, Business Law, or Public Administration or related field. An equivalent combination of education and experience may be considered.Minimum Experience/Training:
Eight or more years of experience in large scale complex professional procurements, negotiations, and contracts is required, preferably in higher education or government contracting, including five years of management experience.Minimum Certification/Licenses:
Procurement Certification (CPPB, CPPO or CPM) is preferred. If selected non-certified applicants are required to gain certification within two years of hire.Essential Functions:
Daily- 25%: Oversee the development and management of formal competitive solicitations for complex and large volume for acquisitions, including but not limited to, required goods, services, equipment, professional services and construction contracts for capital improvement projects collegewide. Daily
- 15%: Negotiates all assigned collegewide and college departmental contracts in compliance with acquisition objectives, risk management considerations, budget, college policies, state statutes, and all applicable laws and regulations.
- 20%: Acts as primary contract administrator for all collegewide and college departmental contracts assigned, including but not limited to: contracts amendments and renewals, avoiding lapses in contract coverage, contract termination and close-outs, contractor performance management, and assuring that deliverables have been met through collaboration with end-user and not exceeding approved award amounts.
- 15%: Manages preparation of all contracts and supporting documents related to award recommendations, including items for approval by President or Board of Trustees.
- 5%: Establishes priorities to ensure that work under assigned areas of responsibility (contracts, vendor communications, etc.
- 5%: Prepares or oversees preparation of all necessary reports for assigned area of responsibility. Maintains the Procurement Contract Database. Daily
- 5%: Researches and evaluates market conditions and other current affairs under the assigned area of responsibility to assure that the best value to the College is maintained in all procurement activity.
- 5%: Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly with others to provide quality customer services. Daily
- 5%: Performs other related work as required.
Knowledge, Skills and Abilities:
Advanced knowledge of complex public procurement and contracting policies, laws, regulations and best practices. Familiarity with a broad spectrum of industries is necessary to assist in solicitations, procurements, and contract negotiations. Possesses strong professional knowledge of procurement, negotiations, and contract management to effectively procure a wide variety of goods and services. Effective communicator, both orally and written. Thorough knowledge of and experience solicitations, vendor negotiation, vendor evaluation, contracting and contract terms and conditions. Candidate requires ability to be calm, focused and organized from day-to-day, yet flexible enough to endure possible unexpected, high-pressure situations daily while managing several complex tasks simultaneously. Excellent interpersonal skills are required to manage relationships within the college and among prime & subcontractors. Exemplary skill in English composition/writing skills, proper grammar, spelling and punctuation are required. The highest degree of professional ethics is required. Clear and logical reasoning, structured problem-solving approach. Extensive functional knowledge and expertise in all aspects of own and related areas across the College, and pertinent interdependencies. Strong managerial and team building skills, and demonstrated ability to motivate and empower direct and indirect reports to achieve area priorities. General understanding of the external environment and how it affects academia in general and Broward County in particular, including political, legal, environmental, educational, financial and social influences. Strong knowledge of College structure, policies and practices, and the impact on own area. Ability to partner with others across the College and externally to exchange information and collaborate. In-depth functional knowledge and expertise in the area of specialization and general knowledge of related areas in the College. Models inclusive excellence through specific actions that support the College mission in the recruitment, hiring, and retention of faculty and staff. Ability to perform complex administrative analysis with only general direction. Excellent coordination and communication skills used appropriately influence the decision-making and plans of action of individuals and groups at all levels in the College. Proven expertise in planning and executing operational plans, managing projects and/or programs including staffing, equipment/services, etc. Requires the ability to present and disseminate data to various levels across the College. Requires advanced knowledge of computerized systems and operating environments, i.e. Microsoft Office Products and specialized computer systems.
