less than 10%Job Summary:
Under broad supervision, manages the end-to-end operational procurement lifecycle, focusing on requisition validation, purchase order (PO) execution, and P-Card program administration. Ensures the seamless transition of internal requests into authorized purchases while maintaining strict compliance with financial controls and agency procedures. Develops and executes strategies to optimize the procure-to-pay process and maintains effective working relationships with internal stakeholders and external vendors.Key Responsibilities:
Requisition & PO Management:
Oversees the intake, review, and approval of purchase requisitions. Converts approved requests into formal Purchase Orders (POs) and manages the dispatch and lifecycle of POs to ensure timely delivery of goods and services.P-Card Program Administration:
Leads the agency's P-Card program, including card issuance, credit limit management, and user training. Performs rigorous monthly audits of cardholder transactions to ensure documentation compliance and prevent unauthorized spend.Operational Analysis:
Conducts comprehensive analysis of departmental spending patterns and PO lead times. Facilitates the reconciliation of "three-way match" discrepancies between POs, receipts, and invoices.Procurement Support & Collaboration:
Collaborates with internal stakeholders to provide guidance on purchasing workflows, P-Card policies, and the proper use of the financial system for operational needs.Compliance:
Ensures all purchasing and card activities comply with the Georgia Procurement Manual (GPM), state laws, and agency financial internal controls. Performs other related duties as assigned.Required Certification:
Applicant must be GCPM (Georgia Certified Purchasing Manager) and GCPCA (Georgia Certified P-Card Administrator) certified at the time of employment or within six (6) months from hire date.Preferred Qualifications:
5-7 years of experience specifically managing purchase orders and P-Card programs in the public sector. 3-5 years of procurement and/or contracting experience in the public sector. 3-5 years of experience with PeopleSoft Financials 1+ years of experience with the Workday/Jagger. Proven experience with managing solicitations in the Georgia Procurement Registry. Associate degree in accounting or business or a directly related field from an accredited college or university and four (4) years of job-related experience in a procurement environment, which included one (1) year in a lead worker, team leader, or supervisory role; or Technical diploma in accounting or business from an accredited college or university and five (5) years of job-related experience in a procurement environment which included one (1) year in a lead worker, team leader, or supervisory role; or two (2) years of experience at the lower level Procurement Agent 3 (FEP022) or position equivalent.Note:
