Job Description

Class Description The College is seeking an experienced Procurement and Contract Management leader to oversee complex purchasing operations, competitive solicitations, and contract administration in a higher education environment. This role provides strategic direction for institution-wide procurement activities, including purchasing, contracts, P-Card administration, vendor negotiations, and compliance with state and federal regulations, while supervising professional procurement staff and managing high-value transactions. The ideal candidate will bring demonstrated expertise in public sector procurement, strategic sourcing, policy development, budget oversight, and Board-level approvals to support efficient, compliant, and cost-effective acquisition of goods and services that advance the mission of the College. Minimum Requirements Bachelor's degree and Five ( 5) years of progressive experience in Purchasing and/or Contract Management or master's degree and three (3) years' experience in Purchasing and/ or Contract Management, preferably in Higher Education, including two years in a supervisory capacity. Certified Professional Public Buyer (CCPB), or Certified Professional Purchasing Officer (CPPO) certification preferred. Demonstrated proficiency with computers and Microsoft software/applications required. Class Specific Essential Duties Planning and directing the college's procurement activities. Management of the following functions within the department: purchasing, contracts, P-Card program and requisition/purchase order training to college community. Prepare and post solicitation documents to eMaryland Marketplace Advantage as assigned. Establishing college policy and procedures. Supervise, advise, and evaluate assigned staff, as required. Serve as a liaison between college departments, vendors, government agencies and/or other external organizations. Manage the operating budget for assigned division or function, as required. Position Specific Essential Duties Plan, direct and manage a wide variety of procurement and administrative activities related to the purchasing and contracting of materials, equipment, and services on a competitive basis for the college. Manage procurement personnel in the review, processing and monitoring of contracts, bids, and purchase orders. Review, approve, and execute purchasing documents, as assigned. Review and prepare Board exhibits for submission. Obtain Board approval for purchases over $150,000. Negotiates strategic sourcing agreements and any changes in vendor contracts in accordance with CCBC, state, and federal rules and regulations. Manage long-range purchase planning and needs analysis to simplify and standardize services and commodities and reduce fiscal year procurement costs. CCBC Full Time Benefits At A Glance

Financial Term Life Insurance:

Supplemental Term Life Insurance is available for spouse (increments of $10,000 to a maximum of 50% of employee combined basic and supplemental amount) and dependents ($10,000). Supplemental Term Life Insurance is 100% employee paid.
Permanent Whole Life Insurance:
Unum Permanent Whole Life Insurance with Optional Long Term Care rider available through Unum. Available to full-time employees, part-time associates, and adjunct faculty. Spouse and dependent coverage available. Permanent Whole Life Insurance accrues cash value, premiums will not increase, and coverage will not decrease. Accidental Death & Dismemberment:
The Hartford Individual or Family Coverage. Employee pays a rate in multiples of $10,000 to a maximum of $300,000. Long-Term Disability Plan pays 60% of gross monthly salary after 90 consecutive days of absence. Employee pays 100% of premium. Retirement Plans Maryland State Teacher's Pension System (7% contributory) Optional Retirement Plan (non-contributory) Baltimore County Employees' Retirement System (7% contributory) Supplemental (Retirement Annuities) 403(b) and 457(b) Tax-sheltered annuities - 403(b).
