Job Description

Performs skilled administrative work in planning and organizing centralized procurement functions and property disposal activities of the County; Responsible for supporting the development and execution of Request for Quotes (RFQ), Request for Proposals (RFP), Invitation for Bids (IFB) and contract monitoring and administration. Work with County personnel, vendors, and outside agencies to accomplish goals. Work is performed under the general supervision of the Finance Director. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Reviews and analyzes requests for purchases and performs contract negotiations and purchases. Monitors the County formal bid process to include reviewing them for accuracy, writing specifications, preparing contracts, and submitting them for Board approval. Determines types of contracts; prepare, edit and submit for execution contractual documents for procurement of construction, professional services and other services. Coordinates and prepares complex specifications, request for proposals, invitation to bid and other related documents for supplies, equipment, professional services and construction projects. Coordinates and facilitates purchasing activities with department heads or their designees and facilitates to assure purchases, contracts, etc. conform to local, state and federal purchasing policies. Monitors purchasing functions and activities to ensure compliance with applicable County and State laws. Monitors the compliance of the County's procurement card usage. Prepares and processes IRS form 1099 for eligible vendors and transmittal forms. Provides assistance in the oversight of the disposal of confiscated, surplus, and abandoned property which includes managing online auction(s). Compiles financial information, analyzes County ledgers, and prepares reports for year-end audits. Provides purchasing, procurement and accounts payable training to County officials and departments. Provides guidance to vendors and contractors on procurement policies and opportunities. Prepares NC Department of Revenue sales and use tax reports, including annual request for sales tax refund. Completes vendor requests for credit application. Performs other duties of a similar nature or level. Performs work during emergency/disaster situations. Knowledge of state and county statutes governing purchasing and disposal; North Carolina General Statutes; accounting and financial principles; Governmental Accounting Standards Board (GASB) federal and state single audit requirements; banking services and systems; governmental purchasing procedures and cost analysis. Working experience in the application and interpretation of established rules and regulations and complex technical contract language as well as responding to a crisis to minimize departmental impact; ability to follow oral and written instructions; demonstrated ability to establish working relationships with all levels of internal and external staff, external agencies, legal representatives, and vendors to provide excellent customer service. Bachelor's Degree in Accounting, , Business Administration, Public Administration or related field and three years of experience in governmental purchasing, or equivalent combination of education and experience. This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting and speaking or hearing, frequently requires using hands to finger, handle or feel and reaching with hands and arms and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
